NC power outage caused by 'intentional' attacks on substation

"The FBI has joined the search for a person or group that may have intentionally disabled a substation in North Carolina, leaving around 40,000 residents without power for hours.

According to the Moore County Sheriff’s Office, utility crews responding to a power outage on Saturday night discovered signs of potential vandalism, including two substations damaged by gunfire.

The Moore County Sheriff’s Office — now along with the FBI — is searching for the culprits, CNN reports."

"The person, or persons, who did this knew exactly what they were doing," Moore County Sheriff Ronnie Fields said on Sunday. "We don’t have a clue why Moore County."

"RALEIGH — The massive Dec. 3 criminal attack on the electric grid in Moore County isn’t the only recent act of vandalism resulting in a loss of power for thousands of customers. 

On Friday, Nov. 11, a property owned by the Carteret-Craven Electric Cooperative (CCEC) in the Jones County town of Maysville was damaged. More than 12,000 CCEC customers were without power for approximately two hours, according to a statement from the cooperative. 

Much like the attack in Moore County, the attacks occurred close to military installations in the state. Maysville sits 33 miles from Camp Lejeune 41 miles from MCAS Cherry Point – two Marine Corps bases with nearly 50,000 active duty and reserve members enlisted. 

Moore County sits just west of Fort Bragg, the largest military base in the United States. The substation attacks were first reported in Carthage, the Moore County seat which sits approximately 33 miles from the Army base."

My wife used to work in regulatory compliance for a major southern California electric company, and a big part of it was complying with the results of the 9/11 commission, so there are huge regulatory apparatuses involved in preventing things like this, but obviously you can't have armed guards at every possible location.

Smaller towns and substations would be a target I suppose. I used to have to go to a midsized city's water treatment plant regularly to drop off samples and there was a guarded gate and id's and state your purpose etc. But I was surprised how easily I passed thru and once in could roam with no one questioning why I was there. I was also surprised how easily someone could have entered the grounds on foot.

And I always wonder about a couple of substations we have around here that just have chain link and a locked gate to protect them. In todays environment of easy access to drones, I would expect that someone wishing to do harm could easily drop into those systems and do some real damage. One of those substations took a direct hit from lightening a couple of years ago and the whole community was out of power for days.

That's why I am surprised that more people haven't taken notice to this event - especially locally.
