Saxon, easily.
One of the most consistent bands in any genre of music. 22 studio albums in 41 years.
And unlike many of their peers, they got heavier over time. Their early stuff was more akin to AC/DC. Their newer stuff puts Metallica and the like to shame.

Yeah but Saxon actually never scored a hit....
Krokus had several....many being covers...they recieved airplay...Saxon never had one single hit on the radio...ever...

Their 2001 album, Killing Ground is really and still that good (02 CDs)! The band even revisited some of their old songs with blastering performances.
I saw them for that KG Tour in my hometown and they put out a great concert even though it wasn't a sold out one.

Maybe NOT where you live, but here where I am they were huge with Broken Heroes and Back on the Streets, just to mention 02 tunes.
03 of their albums from their most pop period (Innocence is not an Excuse, Rock the Nations and Destiny) had lots of singles played on the radio. Of course, NOT their best stuff like the records before those years (Wheels of Steel, Crusader, Power & The Glory or Denim & Leather), but they were more decent than lots of other folks that also got themselves surrendering to pop/glam/hair metal back then (Raven, Picture, even Krokus did it).

If popularity and being a great band were intertwined, Y&T would be selling out Madison Square Garden and Justin Bieber would be playing your local bar & grill.
Don't get me wrong, I like Krokus. Headhunter is a fucking great album. But overall, they don't touch Saxon. Before Lemmy passed, Motorhead was the only band that could compete with them for consistency. To think that a band 41 years into their career is still averaging a fresh studio album, on average, once every 2 years is fucking mind boggling. Nobody does that anymore.
