Not surprising, per some of the interviews around 2012 that the band was doing as part of ADKOT, they talked about DLR showing up at 5150 with multiple big three ring binders full of songs and song ideas.

DLR has a lot of faults, but the lack of recording new VH material is not one of them.
Recorded at Henson in 2014. Material was hoped to be the starter for VH but the full album cycle was just not what Edward wanted to do. Eventually Tokyo with zero work and the 15 tour. It was not the material or hey we write music etc.... just did not want to do the entire big new album cycle plus Wolf had started the idea of his solo record. The hope was maybe Ed changes course so hold onto it just in case. Ed never did and had other priorities, such is life. Basically Dave's attempt to drag the brothers into a new record. Did not work.

There is a bunch of acoustic material recorded in NY in 06 by Dave that is absolutely great. Not at all like VH or his solo stuff but really great songs and best vocals he has ever done. THAT is what he should put out. Just my own 2 cents

People's priorities change. Is it Ed's fault his did or Dave's that his did not? It is frustrating as fans but they are people too.

Covers or originals? Is that where "Baby Driver" and "Jackie Wilson Said" came from?

Just spitballing, but I bet it's a few things. Still hoping that there will be a new VH album and he doesn't want to appear disloyal, doesn't want to take attention away from Wolf's album...could be other reasons as well.

    I hope he does.

Also probably realizes that his solo acoustic vocal shelf life is a lot longer than his ability to deliver VH songs at the level he still can, whether the brothers join him or not. He can always start back on his solo acoustic stuff in 5-7 more years. But not vice versa.

Guarantee it's part of it. The brothers consider DLR a team player, and they don't consider a certain someone else a team player. And DLR knows it.

Johnny Cash released the best albums of his career while he was in late 60's and early 70's. No reason DLR can't do that do.
