Wolfgang action
So i have had a wolfgang for the past 3 years and recently ive noticed my action is higher then it should be. Now i know that you’re supposed to be able to sit a penny on the 12th fret and it not be able to move all that much. The string sits just a little higher then the penny. But when i lower the action using the bridge screws, the strings buzz too much. How do i fix this problem if the wolfgang is supposed to play with very low action and virtually no buzz like in the manual.

When I read this thread title, I thought somebody had information that Wolf Van Halen actually did something to progress the state of his solo album, band, tour, etc. lol

I'm no expert, but there's a few things to help diagnose what the issue is. When you get the buzz, start fretting each string and playing it to figure out where the buzz is taking place. It may be an issue of adjusting the truss rod to fix a slight bow in the neck. You may also need to put a shim in the heel pocket, although I feel like that wouldn't be a common need on a well made guitar like a Wolfgang. There's a smaller chance that the frets are jacked somewhere on the neck, but that's going to be pretty rare on a well-made factory guitar.
If you can't identify a simple fix, I would take it to a luthier who can do a proper diagnosis.CNN may think my opinion matters, but you shouldn't.

where are you located, in America? Would prob be much easier to explain over the cell phone. Regardless,
Unlock the nut. Tune to pitch. Press down on the low E at 1st fret and 16th fret. Check your action around 7th/8th fret. Ideally you want as little room as possible, but not sitting right on top of the fret. If there's a lot of clearance, use a small hex key and turn the truss wheel "AWAY" from you, like towards the skinny strings on the guitar. Just do 1/4 turn at a time. Once the truss is in the right spot, check your action at like the 17th fret with a small clear ruler. I like to be around 1/16" inch from the bottom of the string to the top of the fret on both E's. If you are too high, de-tune the guitar all the way and turn the trem posts clockwise according to how high off 1/16" inch you are. Then re-tune. If your Trem is sitting on the body, it won't be a big deal.
Let me know how it works out. If anything doesn't make sense, PM me your cell and a good time to call to explain.

Wolfgang action
I already have the truss rod turned as far right as it can go without having to push it hard. Without doing that, the action would be alot higher. Also, i just fretted the first and 16th, and i have like not even a millimeter of space between the string and 7th fret.

If the truss rod is cranked all the way, and bridge is flush, and the action is stil high, I think a shim is needed. I usually use a piece of a business card (a little goes a long way).

That's crazy high action if everything is right. What's the bridge doing? Is it floating or is it sitting flat on the body? Can you pull it up and raise the pitch of the guitar? If so tighten the springs in the back until the bridge won't pull up. From the pics that's the only thing I can think of.
VH III is Ed's solo album. So everybody who keeps saying they wish he'd do one needs to stfu and listen to III. Then stfu again.
