‘It Has Been Pretty Awful’: First State To Decriminalize Hard Drugs Looking To Reverse Liberal Experiment

    Dana Abizaid
    November 19, 2023 2:11 PM ET

Officials in Oregon are considering reversing key provisions of a 2021 liberal experiment to decriminalize heroin and fentanyl, The Telegraph reported.

The rationale behind the original initiative, called Measure 110, was that decriminalizing hard drugs would make access to treatment easier for addicts, according to The Telegraph.

Currently, support for Measure 110 in Oregon, the first state to take the step of decriminalizing hard drugs, appears to be waning, according to the outlet. Whereas Measure 110 was backed by 58 percent of voters in November 2020, a recent Emerson College poll revealed that public opinion has swung drastically, with 56 percent of voters now saying they would back a repeal, the newspaper reported.

“It has been pretty awful,” Matt Siegmund, the owner of Gardner Floor Covering in Eugene, told The Telegraph.

Siegmund says that the homeless have sheltered under the awning in front of his store for a long time, but there has been a change since the new measures were enacted.

“In the past, we were dealing with older drunks, but since Measure 110 passed the people are younger and more belligerent. They have been defecating and urinating. For the last three weeks, police have been sweeping the homeless people away so I and my staff can come to work,” Siegmund said.

Under Measure 110, addicts are given “tickets” for drug offenses that result in $100 fines, The Telegraph reported. However, the penalty would be waived if the addict rang a self-help line and sought treatment.

Around 6,000 people were ticketed in Oregon, but fewer than 125 rang the self-help line, Eugene’s Police Chief, Chris Skinner, told The Telegraph.

“We don’t have even really one successful example of somebody that went from a citation issued on the street to self-assessment to addiction services to a place of wellness,” Skinner told the Eugene City Council.

Skinner warned that Oregon was “on pace to shatter the record for overdose calls for service and shatter the record for overdose deaths. Police officers and firefighters are administering Narcan, life-saving Narcan at an alarming rate,” according to The Telegraph.

Police are not demanding the complete reversal of Measure 110, but they are supporting making drug possession a criminal offense again that would force addicts to have compulsory treatment, The Telegraph reported.

A measure which would would re-criminalize hard drugs could go on the ballot next year, according to The Telegraph.

There is some context missing, here.

First, oft-used interchangeably, drug legalization and drug decriminalization are two very different things. The latter, which Oregon introduced, is basically our old prohibition policy: treat the bootleggers like criminals, but not the drinkers

Yes, Oregon's age-adjusted overdose deaths, for the period we have official numbers after this law went into affect (2019-2021), went up from 7.6 to 18.1 per 100,000. Hard to deny that. But it's also true that the national average went way up (albeit less so). In fact, the national average in 2021 was 24.7, higher than Oregon's. Okay, but it still doubled. Yes, but in the same time period, California's more than doubled from 7.9 t0 17.8 and Washington's nearly doubled from 10.5 to 20.5. Neither of those states decriminalized drugs, yet just about the same increase in the same time period. And none of these states decriminalized, either: Connecticut (38.3), Delaware (48.1), Kentucky (44.8), Maine (42.4), Maryland (38.5), Tennessee (45.5), Vermont (37.4).

The policy does not--and was not intended to--address the inherent, increased danger of illicit drugs versus legal drugs, like inconsistent potency or being laced/cut with other drugs (like fentanyl) that does not occur in the traditional marketplace (example: your Coors light is never laced with Everclear, nor are the drugs you get directly from the pharmacy mixed with fentanyl).

I don't know....I think I will trust the voters of Oregon.

Live isn't in a lab. Its not analytics. Is it a better place today than when the law was passed? That's the question that needs to be answered.

I don't live there. I do know millions of people do and it appears they are not happy with the law. Maybe they know something we don't?

All across this nation of ours we often seem to be missing on the second part of legalization.

Regulation on the quality and power of these drugs. You can't legalize heroin and then have it be the same street heroin that has been available. It's like the difference between mountain man made moonshine and Jack Daniel's. One you know exactly what you are getting, the other could get you really drunk or really blind.
If I don't respond to you it means I have you on ignore, which means you are a douchenozzle.

Emperor Brett - "I can't believe you guys are analyzing song-by-song Van Halen III? What next, analyzing the script of Stroker Ace looking for some shred of Citizen Kane?"

David Lee Roth did the impossible. He made Van Halen better. Deal with it!

A man's rights rests in three boxes: the ballot box, the jury box, and the cartridge box

In states with medicinal cannabis opiod overdoses have plumeted.

Regulation is critical and separating plant based items from hardcore Fentanyl and other drugs is very important. It is not a one size fits all.
Treating users as sick rather than criminals is a good thing but common sense doesn't stop existing. A lot more thought is needed than lock em up war on drugs or do nothing and good luck. As a society we struggle w policy that needs shades of gray rather than black n white binary

D it’s a little more complicated than that. I am an expert on opiates.

Most if not all the people who end up taking fentanyl or heroin started because of pain killer addiction. That’s a well
    Known fact.

Put it this was, I took 300 mg of Percocet and was wearing a fentlyl patch and overdosed. Now the weird part is that I had done that many times. Without the fentanyl patch. I’ll own that. My mistake. I have never come across heroin, or stuck a needle in my arm. Even at my worst I wouldn’t do that shit.

That shit is no joke. Fentanyl is by far the worst thing we are facing drug wise. We damn near need to get medieval with the punishment. We do.

I don’t care if someone does blow, smokes a hog or drinks til he can’t stand up. But I have seen first hand what that shit does to families. More than half of illicit drugs now contain it. We need to crack down on it.

The point is Fudd, people are doing it in mass numbers, legal or not.

Legalizing it without controlling (limiting) the level of the drug, and also legalizing it without making sure that the stuff is free from any other toxins, is pure lunacy.

We have lost the drug war in this country, I not sure how anyone (not you) can argue that it is nothing less than a complete failure. I am willing to try the other way, but just legalizing it and it still be a street product is lunacy, it has to be both.

My point was it is more complicated than a binary. I agree. They aren't all the same. Unfortunately the war on drugs failed. Cannabis shrooms other plant based substances actually helped opiod addiction. Fentanyl and other shit simply kills and needs zero tolerance AND going after Mexico and China far harder on it.

It is super complicated but unfortunately we saw war on drugs binary fail.
We see in Portland the other binary also fails.

So I actually agree its complicated
