Exactly. Ronnie James Dio returned to Sabbath in 1990 or something and the band expected it to be some sort of exciting reunion. Needless to say, no one cared. Who really cares about Sabbath with Dio? I don't.

But, it could and even most likely would only be one and done again. It would last longer with Sammy. He and Ed were too good of friends that damage can be repaired. Dave and Ed weren't nearly as close and never will be. I think at this point in his life, Ed wants stability in the band. If they have an open line of communication, things can work out just fine.
But thats the key when it comes to VH, "communication". Oh course Sammy coming back would not make as big of a splash as DLR, but Sam rox and I would love to see him back. They had some great tunes and, some great times! I would rather see Sam come back than some other guy. Is DLR my first choice? Not anymore. That whole reunion thing is just tiresome. However, I think it would be bloody marvelous if VH did a new album with Sam and Dave on it. That would be sweet!

Achievements:
I'm not real sure you can look elsewhere in the industry to find this out. I don't know of a band that had great success with two still active singers, then went on to a third. There is another thread dealing with this, and short of Genesis and AC/DC, there weren't a lot of good examples. Sabbath never had the popularity with Dio that VH had with Sammy. From a non-fan, step back perspective, you can say that VH had pretty equal success with both singers. Dave has sales, Sam has charts. Who else can say that? Even Genesis had far more success with Phil Collins. AC/DC had no choice, so it was easier to accept a new singer, but they're still with him. If Brian had left, and the third bombed, I think they'd have success if he came back. But, then, he wouldn't have the first singer still lurking as an option for the fans to consider. Chicago is such a big band that I don't think too many people pay attention to individual members, but they have had terrific success with multiple singers. Maybe if Peter Cetera came back? (wasn't he their second?) Good topic to actually think about.
