At the risk of maybe making some people mad here are my thoughts. All of these illegal immigrants are at one place protesting the proposed crackdown on illegal immigration. Instead of having the police bust one guy for giving the finger, how about rounding up the force to bust these illegals, take them into custody and have them deported. Just a thought. My apologies in advance if this makes anyone angry

Going back to the video, here is what I see:

A man is asked to put his hand down before he is nailed for "inciting a riot". One mand puts a middle finger up in the middle of a crowd when he more than likely KNOWS he's going to get a bad reaction. This is inciting a riot. The police were just trying to get him to stop before things got out of hand. Then they ask him to step out of the car and he does not. Now he is resisting an officer...then he uses force to resist. This is why they have to take him down to the ground. At this point the officer's actions come too late. The crowd is angry and converges.

Here is the lesson from the video: You are fee to make choices. You are NOT free to choose the consequences of those choices.

Because here in America we have the right to sue anyone and probably win. The ones in the crowd that are NOT illegal will sue the police department and the city for "rounding them up like cattle". This will be counter productive for the city and the police force, embattle them in court for many months and years to come, and be less of a hassle if they just nail the idiot that was trying to start shit.
