It's not that difficult to figure out. Jim Dandy Mangrum was pretty much the model on which David Lee Roth's stagecraft was most often compared to when VH first hit the scene.

Loon's is quoting a Black Oak Arkansas (Mangrum's band) tune to offer well wishes to DLR fans, what with the current questions regarding VH's true status.
