Whilst I agree that criminals have been given too much of a free reign:

a) The cop has his knee on the guys throat,

b) the guys hands are in plain view and he is obviously trying to get the cop's leg off him

c) The cop is punching the guy in the head, like he doesn't know some better restaining methods?

d) His partner is trying to stop him punching the guy, he know it's wrong

Fair enough, cops are human and maybe he had a bad day but this is atrocious behaviour and ranks right up there with a mugging.

Case in point the guy is a criminal, and I think a police officer should do what ever he or she needs to do to submit a piece of shit like they did.

I can't believe some of these comments here.
In a so-called civilised society the police are not supposed to sentence or provide the punishment for acrime. That is left to the courts. The police do occassionally have to use force but this example is very personalised: this police dog has simply lost his temper and is providing the justice he wants to, because he feels like it.
One of the first steps toward martial law is when the justice is dealt with on the streets. So the guy is a gang member. Let the judge decide. Other wise it turns into: "Hey, that guy fucked my best friends girlfriend and now he's speeding, kick his arse".
If these kinds of incidents aren't dealt with, there is a slow erosion of standards and ultimately the police force becomes little more than a paid gang. OK that's a worse case scenario but a lot of once "civilised" countries now see their civil liberties being taken away and that onward march will do nothing good. It's happening in the UK and to an even greater extent in the US. If we let it slide we have no one to blame but ourselves.
