Go to www.cdon.com and choose EU (if you don't happen to know finnish or swedish etc). Search for van halen and click "jump".
What concert is that? It can't be LWAN because of the FUCK era songs and it isn't LRHRN because the setlists don't match..-nobody rules these streets at night but me-

I can't find any more info other than what's on the www.cdon.com site. I did a search on eBay and there's a few copies for sale but no additional info listed. If I had to bet, I think it's a compilation of stuff from LWAN & RHRN, with a couple of the Dave-era video clips thrown in for good measure...

Achievements:
Not absolutely sure what this is, but Veo Star - the company producing the DVD - also did an REM DVD called "The One I Love", which the REM community was up in arms about because it was basically a bootleg of live material. Some of the tracks on the DVD were just a slideshow of videos with the songs in the background.
Amazon.com pulled this when they realised it wasn't an official REM release.
