Freedom to Display the American Flag Act, Passes...

WASHINGTON, June 27 /U.S. Newswire/ -- AMVETS National Commander Edward W. Kemp today praised House lawmakers for their passage of H.R. 42, the Freedom to Display the American Flag Act.
The final vote was unanimous, with the measure now going to the Senate for final action.
The bill would affirm property owners' constitutional right to fly the flag on their own property, regardless of any housing association rules or regulations.
"I am proud that lawmakers are taking steps to stop this appalling practice by some housing communities that have been discouraging or preventing homeowners from displaying the flag," Kemp said. "I can think of nothing more un-American."
AMVETS believes the flag belongs to all Americans and waves as the ultimate expression of freedom. It represents liberty, equal opportunity, tolerance, and goodwill for those who share American aspirations.
"Everyone should have the right and freedom to display the flag wherever and whenever they choose, especially on their own property," Kemp said. "We will now focus on the Senate to ensure they follow suit and send this legislation to the president for his signature."

He's referring to homeowners associations. Alot of condo's and housing communities have them. They can be pretty controlling about things such as the color of your house, landscaping, even window coverings that are visible to the street.
