Van Halen may never say they're done, because they still want people to think that they may come back. I think it's similar to John McCain unofficially pulling out of the running a couple of years ago. He knew he was finished, but didn't want to make it official in case something drastic happened and he had a shot at winning again. Same with Van Halen. They don't want to definitively say it's over in case some miracle happens and they're able to get their shit together.
