    Default America - Incarceration Nation with 1/4 of the World's Prisioners

    The past 40 years have seen the United States become home to more prisoners than any other country in the world. Yet despite this dramatic boom in incarceration rates, a new report finds that the deterrent effect of tough-on-crime policies remain “highly uncertain.”

    The report, published by the National Research Council, describes the rise of incarceration in America as “historically unprecedented and internationally unique.” It found that from 1973 to 2009, the prison population grew from about 200,000 to approximately 2.2 million. With this spike, the U.S. now holds close to a quarter of the world’s prisoners, even though it accounts for just 5 percent of the global population.

    “We are concerned that the United States is past the point where the number of people in prison can be justified by social benefits,” said Jeremy Travis, president of John Jay College of Criminal Justice and the chair of the committee behind the study. “A criminal justice system that makes less use of incarceration can better achieve its aims than a harsher, more punitive system.”

    The cost of America’s prison expansion has been staggering, the study notes. In most states, spending on corrections represents the third highest category of general fund expenditures, ranked only behind Medicaid and education.

    What Dave said. The drug war is an abysmal failure, and even that is treating it to well.

    As far as profitable, the argument is normally private prisons, but public prisons and the union have just as much of an incentive to expand.

    The Prison "Industry" is given perverse incentives to be profitable. With all of the Billions of "State" taxpayer funds going out, you know there must be graft there somewhere.... All part of the Larger picture where there's got to be graft in the Billions of Taxpayer dollars that go out to Entitlement programs like Medicare, Food Stamps, etc.

    Lots of "Dirty Money" to fill R's and D's deep pockets.

    The same perverse incentive exists in state prisons with the union. In fact, the biggest financial opponent in California over the last several proposed laws and propositions meant to ease harsh prison sentences has been the prison guard's union. Why? The more prisoners, the more prison guards, the larger the prison guard union, the more union dues, the more powerful the union. And you don't have to look farther than them opposing things that would diminish the population to see that in action.

    Add that prison guards in the union can pretty much beat the shit out of or beat to death inmates and get away with it, there are problems no matter which way you go.

    If you want to know how civil liberties erode, look at terrorism, as those tools trickle down to fight the drug war, and then those trickle down to fighting everyday crime.

    In 2014, WaPo's Radley Balko pointed out that the controversial "sneak and peak" provision in the Patriot Act is now almost exclusively used to fight the drug war. A sneak and peak is where the government gets a warrant and then searches without notifying the owner or occupant. It's intent, when written, was to investigate terror suspects without tipping them off. Of course, Feds could already do this, and they promised us that's all it was for, but the Patriot Act doesn't specify terrorism like the existing law did."

    So while 47 of these searches were granted from 2001-2003, all terror related, by 2013 that number was 11,129, 0.5% of which were terror related? The others? Drugs.

    Similarly, the government bought "stingrays" which fool cell phones in its area into thinking its a cell tower. Location, texts, and calls can be intercepted. Was supposed to be just for terrorism, allowing local agencies to help. Instead, new grants allow them to be used to fight—you guessed it—the drug war.

    Now even my local sheriff has such a device. And it won't be long until regular old warrants can be "sneak and peak." So when people from other countries wonder why we distrust our government so much, the amount of people in prison for victimless crimes and the ways they put them there are a good start.

    The vast majority of Jewish Americans voted for an Anti-Semite the last two Presidential elections. Some things just don't make sense. You have to roll with it.
