    President Barack Obama will propose a $10-per-barrel charge on oil to fund clean transportation projects as part of his final budget request next week, the White House said Thursday.

    The proposal, which follows the passage of a bipartisan transportation bill last year, would have difficulty clearing the Republican-controlled Congress.

    Oil companies would pay the fee, which would be gradually introduced over five years. The government would use the proceeds to fund high-speed railways, autonomous cars and other travel systems, aiming to reduce emissions from the U.S. transportation system.


    "By placing a fee on oil, the president's plan creates a clear incentive for private sector innovation to reduce our reliance on oil and at the same time invests in clean energy technologies that will power our future," the White House said in a statement.

    Obama has prioritized reducing carbon emissions and the use of fossil fuels. But some of his administration's proposals, including the Clean Power Plan, have faced significant opposition at the federal and state level.

    Thursday's proposal comes amid a brutal stretch for the U.S. oil industry. Crude prices have fallen nearly 50 percent in the last year to just below $32 per barrel, pressuring profits in the sector.

    Shares of major U.S. oil producers were higher Thursday afternoon despite the White House's announcement. Exxon Mobil's stock was up more than 1 percent, while Chevron shares were modestly higher.

    Not surprising. This started to leak out in 2008 when President Obama's Energy Secretary, Steven Chu, told the Wall Street Journal, "Somehow, we have to figure out how to boost the price of gasoline to the levels in Europe." Nor has the President been silent since then about energy having to be more expensive. And in a weird way, they are right. Most Americans won't switch to more environmentally friendly energy until it is cheaper than fossil fuels.

    Once again, I love the selective amnesia on the law of demand. How do you get fewer people to not buy insurance? Make them pay a penalty. In other words, increase the cost of not having insurance. How do you reduce the use of oil? Put a $10 fee on each barrel. In other words, increase the cost of oil. Increase the cost of labor by mandating a higher minimum wage? All of a sudden any possible negative effects on employment are 'bunk.'

    And... And.... The Dems get to blame "Big Oil" when they pass on the cost to customers.

    This is coming from a President who said in an interview that he'd like to see gas at $5.00 a gallon. Not surprising now that gas prices are low that he would like to take advantage of the money that consumers are putting in their pockets and get it back into the hands of the government. Fuckin asshole.

    I read an article on Autoblog that said this works out to $.25 per gallon. That's nothing. In context to most of the rest of the world, Americans are undercharged for oil. IF IF IF the money goes to what it's intended for, no issues. However, like most taxes, it'll likely get wasted.

    States will move to raise gas tax too while prices are at rock bottom .

    Yep..it sounds like a great idea now when I filled up yesterday for 1.46. Wonder why this idea wasn't floated out when it was 3.50 a gallon
    Dealing with it.

    if this tax went to repairing our bridges, investing in mass transportation I would be all for it

    .25 per gallon is a small price to pay when our infrastructure is in decay

    It would create good paying jobs too


    so it will never happen

    Unfortunately, in CA, it's always worse. So while the national average is $1.76 for gas, it's $2.35 where I am at. With $0.25, that puts the national average at $2.01, but my gas price at $2.60.

    But that's not all! Gov. Brown just proposed a $0.06 tax increase on gasoline AND a $65 per year driver's f̶e̶e̶ toll. OF course, one of the reasons we need this money now is the fuel swap implemented by Gov. Schwarzenegger, which diverted gas tax revenue to the general fund to close the budget gap. Cap and trade being applied to prices at the pump also started last year. I have no confidence that this money will go towards roads and infrastructure either.

    The other problem is that California, along with the feds, coaxed people into buying fuel efficient vehicles. There was a federal tax credit (that John Stossel pointed out allowed people to get free golf carts). California offered its own rebate. Fuel efficient cars were also eligible for special stickers that allowed single-occupancy drivers to drive in the high-occupancy carpool lanes. Also, gas got really expensive for several years. So a bunch of people bought hybrids/plug-in hybrids or electric vehicles. This was another reason for the fuel tax swap, a more consistent tax revenue.

    But it also meant lost sales tax income on taxes for local issues. So one example is that, as more people started walking and cycling to work, LAPD cracked down on jaywalking to make up for it. I think it was 2013, the last year I have numbers for, LAPD ran jaywalking stings and handed out 1,000 tickets per month, an extra $2.4 million for Los Angeles.

    Point being, I have no reason to trust that this will get used as proposed.
