Default U.S. considers taking in Syrian refugees

A resettlement plan aims to help both the hard-hit Syrian families and the Middle Eastern countries that are straining to support 1.6 million refugees.

By Paul Richter, Los Angeles Times

    June 9, 2013, 6:26 p.m.

    WASHINGTON
    — Two years into a civil war that shows no signs of ending, the Obama administration is considering resettling refugees who have fled Syria, part of an international effort that could bring thousands of Syrians to American cities and towns.

A resettlement plan under discussion in Washington and other capitals is aimed at relieving pressure on Middle Eastern countries straining to support 1.6 million refugees, as well as assisting hard-hit Syrian families.

The State Department is "ready to consider the idea," an official from the department said, if the administration receives a formal request from the United Nations Office of the High Commissioner for Refugees, which is the usual procedure.

The United States usually accepts about half the refugees that the U.N. agency proposes for resettlement. California has historically taken the largest share, but Illinois, Florida, Pennsylvania, Maryland and Virginia are also popular destinations.

U.N. refugee officials, diplomats and nongovernmental relief groups plan to discuss possible resettlement schemes at a high-level meeting this week in Geneva. Germany already has committed to taking 5,000 people.

"It was probably inevitable that in this crisis, with these overwhelming numbers, governments would start moving in this direction," said Lavinia Limon, chief executive officer of the U.S. Committee for Refugees and Immigrants, a Virginia-based advocacy and service group. "But there will be resistance."

The Obama administration supports rebels trying to oust Syrian President Bashar Assad, but is wary of deeper involvement in Syria.

The issue is politically sensitive on several levels.

Congress strongly resisted accepting Iraqi refugees, including interpreters who had worked with U.S. forces, after the 2003 U.S.-led invasion. Most lawmakers share White House caution about getting more engaged in Syria and may have little appetite for a major influx.

But Susan Rice, President Obama's new national security advisor, and Samantha Power, Obama's nominee for U.S. ambassador to the U.N., both have been strong advocates for refugees. They may make the White House more receptive to at least a partial opening.

Homeland security officials require careful vetting of refugees, with multiple interviews and background checks before they are allowed to enter the country. Under normal circumstances, the screening process can take a year or longer.

U.S. officials are likely to be extra careful with Syrian refugees. As Islamic militants take a more prominent role in the rebel forces, officials worry about fighters with Al Qaeda ties trying to enter the country. Two resettled Iraqis were convicted of trying to send arms to Al Qaeda from their home in Bowling Green, Ky.

The refugee dilemma is more acute for countries that lie on Syria's borders.

Jordan, Turkey and Lebanon, which have absorbed the bulk of the refugees, worry that a resettlement plan could actually widen the flood if Syrians see a chance for a better life in North America, Europe or Australia.

Jordan and Lebanon each have taken in about 500,000 refugees and Turkey has more than 375,000, according to the U.N. refugee agency. It predicts that the total number of refugees will double to 3.2 million by the end of the year.

Turkey already has demanded that the West take some its refugees, even proposing an airlift to fly them abroad. Prime Minister Recep Tayyip Erdogan, who has faced angry protests against his government for giving refuge to so many Syrians, declared last month, "We are the first victims of the Syrian situation."

Some Middle Eastern officials worry they may get stuck housing and feeding refugees for months or years while the West does the vetting, leading to an even longer logjam and more domestic political turmoil.

"Their view is that unless this involves big numbers, it's not worth doing," said a European official, who declined to be identified because of the sensitivity of the subject. "You need to be talking about tens of thousands of people."

Western officials try to discourage poor foreigners who are seeking a more comfortable life or business opportunities in the West. They say resettlement is only for those who can't go home, and seek to dispel notions that an easy life awaits.

According to a State Department publication aimed at refugees, "Cars are not provided.... Most Americans value self-reliance and hard work. They expect newcomers to find jobs as soon as possible and to take care of themselves and their families."

Another sensitive issue is who qualifies for resettlement. Western countries often prefer intact, well-educated families with familiar religious backgrounds.

But experts say 80% of the Syrian refugees are women and children, many with war-related injuries or psychological problems that could hamper finding work or going to school.

Kirk Johnson, founder of the List Project, which has pushed for Iraqi resettlement, said it may be difficult to sell Syrian resettlement to Congress. He said it would require an advocacy effort and sympathetic lawmakers, "and I don't seen either of those necessary ingredients."

Yet most refugee advocates predict that Americans will ultimately help the Syrians.

"Americans have a long tradition of welcoming refugees," said Daryl Grisgraber, a Washington-based Middle East specialist at Refugees International, which provides advocacy and services for refugees. "They'll respond here, too."

Idaho town torn by alleged rape, fear of refugees

What is the vetting process for Syrian refugees?

An alleged sexual assault on a five-year-old special needs girl has put a small Idaho city at the center of the debate over the Obama administration’s move to take in hundreds of thousands of refugees.

Much of what occurred in the June 2 incident is unclear, clouded by emotion and rumor and sealed from public record due to the suspects’ ages. At a raucous public meeting Monday, dozens of residents of the city of 44,000 voiced their concerns after word had spread that young Syrian refugees had gang-raped a little girl at knifepoint, defiling her in unspeakable ways.

Some of what they had heard was true, some was not and still more remains unconfirmed speculation. But authorities believe something terrible occurred. Two young boys were arrested Friday and remain in custody.

“This is a serious crime and we are handling it the way we handle all such crimes,” Twin Falls County Prosecutor Grant Loebs told FoxNews.com. “We’re still in the fairly early stages of investigating this.”

Despite the hot-button issue of refugee resettlement, the story has gained little traction with the national media, and Internet fact-check site Snopes.com has labeled the information circulating on the web as “mostly false.” According to Loebs, the three assailants, ages 7, 10 and 14, are not Syrian, but may be refugees. The girl was not raped, but is believed to have been sexually assaulted, he said.

The day after the arrests, local residents formed the Facebook community “Justice for Our Children” in support of the young victim and her family that has more than 9,000 members. A petition was circulated, attracting more than 2,500 signatures in less than three days.

“Many people in this community are in awe, and outraged that no consequences are being served to these boys nor their parents for this vile incident,” reads the petition letter dated Jun 18. “We feel there is an incredible lack of justice being served. We are not targeting due to racism. We are targeting these individuals because of their horrific acts. No one should go without consequences for actions like these no matter the age or language barrier.”

Davis Odell, a community resident who has been in close contact with the victim’s family said the boys dragged the unnamed girl into a utility room in the Fawnbrook Apartments, a low-income, subsidized housing complex in Twin Falls, and assaulted her in an attack that ended when a neighbor happened upon the scene and called police.

“They stripped her naked, and urinated in her mouth,” Odell told FoxNews.com, citing his conversations with the girl's family.

Neither the Twin Falls Police Department nor Loebs confirmed the details given by Odell. Loebs did confirm that the incident was reported on June 2, and that two juvenile suspects were finally charged Thursday and arrested a day later. The prosecutor did not say why just two arrests had been made, and said the case is sealed due to its sensitive nature and the minors involved.

Twin Falls Police Chief Craig Kingsbury told reporters the suspects are Iraqi and Sudanese. Loebs said he does not know how long they have been living in the United States.

Twin Falls activists say the case and the lack of information from authorities demonstrates the problem with state and federal programs to resettle refugees in cities and towns.

“We’re worried that these are the kids who will be going to school with our kids,” said Odell. “We want to know what is happening.”

Refugee advocates say the disturbing case is being used to drive anti-refugee sentiments.

“There have been periodic website postings about hundreds of Syrians coming to Idaho that have all proven to be false in the past, and this is probably just one of those attempts to try and stir up hatred and bigotry,” Jan Reeves, director of the Idaho Office for Refugees, told the Idaho Statesman.

Reeves' office has worked with the federal Office of Refugee Resettlement to find homes in the state for more than 300 refugees amid the current international crisis. Twin Falls is one of several communities in the state that has received refugees.

While the Syrian civil war touched off an international effort to absorb millions of displaced people, the refugee wave that has swept over Europe and into the U.S. includes people from more than a dozen Middle Eastern and African countries.

In Twin Falls last year, anti-refugee activists sought to close a local resettlement office, but did not gather enough signatures to put the measure before voters.

Davis and others are thus planning a fundraiser and “Walk of Support” this weekend in an effort to assist the family with relocation and legal costs. He said the girl is deeply traumatized and “very confused” about what happened.

At a City Council meeting Monday night, residents demanded answers from law enforcement regarding the crime and the resettlement program, with some calling for the removal of all immigrants in the city.

That's way too many. 50,000 at the most. The rest go to Russia. They want that jerk in power.

At this point wouldn't it might be better to start WWIII and get them back to Syria.

We took 26,000 in 4 months. They are settling in very well. During the fire crisis in Fort Mac, Syrian refugees made HUGE contributions to the cause including financial donations to the evacuees.

Cool, glad to hear something positive happening in the way of refugees.

I think we've taken in about that many the past year.

I'm not ignorant to what they're going thru. It's sad to have to leave your own country. And most are good people.

The past 20 years, between Latinos and everyone else, we've probably taken in 30 million people. I don't know, I just feel it's time for the rest of the world to step up.

Canada can have all of them as far as I am concerned.

Not our problem, hard pass. We got enough to worry about, let's let other countries pick up the fucking tab for once.

Obama Administration Joint Effort With Corporations Can Resettle Refugees Limitlessly

The White House announced last week that it is launching a “Call to Action” asking private businesses to help with the resettlement of refugees. This could be done without regard to the government cap of 85,000 total refugees, including 10,000 Syrian refugees, in 2016.

Fifteen founding corporations have teamed up with the Obama administration on the effort. These are: Accenture, Airbnb, Chobani, Coursera, Goldman Sachs, Google, HP, IBM, JPMorgan Chase & Co., LinkedIn, Microsoft, Mastercard, UPS, TripAdvisor, and Western Union. The Call to Action initiative is not only to help refugees in the United States, but all over the world.

In Europe for example, Mastercard “worked with Mercy Corps to distribute prepaid debit cards to eligible refugees traveling through Serbia. Approximately $75,000 was distributed to nearly 400 families and individuals.” The three main facets of this private partnership program are: “education,” “employment,” and “enablement.” Education includes “facilitating refugee children and young adults’ education by ensuring that refugee students can access schools of all levels.” The employment facet includes “increasing employment opportunities for refugees.”

Through those two parts of the initiative refugees can be settled in the United States without limit as they wouldn’t fall under the purview of the government cap on refugee resettlement. Through work and education visas refugees would not actually be considered as refugees for their immigration status. One of the companies already partnered with the Obama administration, Chobani, currently has a work force in the United States that is roughly 30 percent resettled refugees. A White House fact sheet states 66 percent of refugees are of working age http://api.viglink.com/api/click?for...t=fact%20sheet

Outside of employment and education, under the “enablement” part of the initiative, the White House mentions that companies can help refugees get access to financial services, technology, housing and transport. This also includes “covering costs of charter flight to bring resettled refugees to the United States (or to another country of resettlement).”

“These refugees will be coming outside the refugee resettlement program so they would not be counted under the government cap of 10,000. These ‘alternative legal pathways or sponsorships’ will be under employment visas, training, student visas and scholarships, visiting scholars etc,” Nayla Rush, senior researcher at the Center for Immigration Studies, told The Daily Caller.

Rush added, “remember, the aim is to bring as many Syrian refugees as possible. 10,000 is the limit this [Fiscal Year] under the refugee resettlement program. No limit to these ‘private sponsorships’, more importantly, to traceability.”

At a United Nations summit on September 20, Obama is going to push for “double the number of resettlement slots and alternative legal pathways for admission that are available to refugees, and increase the number of countries accepting significant numbers of refugees.”

EXCLUSIVE: 5-Year-Old Victim’s Father Saw Video of Twin Falls Refugee Rape

TWIN FALLS, IDAHO – In a shocking and exclusive interview with Breitbart News, the father of a five-year-old girl that was allegedly raped by refugee children reveals that he watched 30 seconds of a video of the assault taken by one of the three boys charged with the crime. The father also revealed that the parents of the refugee children had urged him not to call the police when he first learned of the attack.
Additionally, new allegations against a ten-year-old boy who was involved in the June 2 attack were revealed in court on Thursday afternoon, alleging the boy both anally and orally penetrated the five-year-old, in addition to urinating on her, as revealed by the father in the clip below. Previously, it had only been known that a seven-year-old boy had orally penetrated the girl and urinated on her.

The little girl’s parents, concerned about biased media coverage as well as their own personal safety and that of their daughter, have not been interviewed on videotape until this Thursday’s interview with Breitbart News.

The father told Breitbart News how he’d gotten a call at work saying his daughter had been raped and left to see what had happened:

Victim’s Father: “I finally got covered and I ran across the street, from my work to my home, and there was just a whole bunch of people outside my apartment, from all families, and I just walked into the apartment and, uh… our… they had, a phone sitting there, and they said yeah, they recorded this, you know. You need to look at this real quick, and I pushed play on that. I watched like thirty seconds.”

Stranahan: “You watched thirty seconds of what?”

Victim’s Father: “I watched thirty seconds of a recording that was recorded by the refugee boys of what they…”

Stranahan: “So you’ve seen that video?”

    Victim’s Father: “Yes.”

    Stranahan: “Wow, that’s… I… I hadn’t heard that.”

    Victim’s Mother: “I haven’t seen it. I just can’t.”

Victim’s Father: “With her anxiety and with her condition I did not allow her to see that. I did not watch the whole thing, like I said, I watched about thirty seconds of it. There was a lot more on there that I did not see. But what I did see is… is horrific for a father to watch for their… for that thing. And so after I watched all that, I came outside, trying to keep my composure because that whole family was still outside my apartment, you know, they were trying to stop us from calling the police, pleading with us.”

Stranahan: “The refugee family was trying to stop you from calling the police?”

Victim’s Father: “Yes. They were pleading with us, saying everything was okay, they did nothing wrong, you know – ‘No police! No police!’ – because they did not speak… they speak Arabic, so they had very few words that they can actually…”

Stranahan: “And had they seen the video?”

    Victim’s Mother: “No.”

Victim’s Father: “Um, when I watched what I watched, the older brother of the boy that filmed it, or, one of the brothers to the boys, he came in behind me and watched what I watched as well.”

Stranahan: “Now how old is he? He’s an adult, or?”

Victim’s Father: “He looked like he was in his late teens.”

    Stranahan: “Okay.”

Victim’s Mother: “But the mother had not seen it, no.”

Victim’s Father: “Yeah, nobody else had seen it. From [the victim’s mother’s] point of view, when they brought the video, the boy that did do the recording, he came to her with this saying, you know, he did nothing wrong – ‘Oh, hey, I filmed it, here you go, I did nothing wrong’ – you know, he stood outside my apartment the whole time – ‘I didn’t do nothing wrong, I just filmed it, nothing wrong at all’.”

Stranahan: “So you watched thirty seconds of the video and it was clear to you from the thirty seconds that you saw what was – thirty seconds was enough for you to see what was going on?”

Victim’s Father: “Thirty seconds showed them in the laundry room, they pulled my daughter around, pushed her up against the wall, pulled her pants off, he dropped his pants, he was trying to get her from behind, you know, they only… no, for the boy that was trying to do it he was, you know, he was only seven to nine years old, so not a lot of… he didn’t know what he was really doing, as you’d expect. My daughter didn’t really, was trying to fight him a little bit, she finally got away, pulled her pants up, ran around to the side of a corner, ran inside a washing machine, hunched down, shaking in fear, while he danced around with his pants down, laughing at her, pointing at her, with all the other boys – you could hear them in the background, doing the same thing – and that’s all I watched. Because after that I was just… man, I don’t want to see any more of this. If I do, I’m gonna do something I shouldn’t do.”

Stranahan: “Could you tell how long the clip was? You only watched thirty seconds, but did you see how long it was?”

    Victim’s Father: “I didn’t check. I know it was a couple minutes.”

    Stranahan: “A couple minutes.”

Victim’s Father: “I know there was a lot more that happened that was told to me by the prosecutor who had watched the video. More after that, you know, he went back to her, tried doing the front, he, um… oral sex with, you know, oral with her, he shoved it in her mouth…”

Victim’s Mother: “Which is considered a rape.”

Victim’s Father: “He peed all over her in her mouth, all over her body, her face, head… you know, totally defiled her, I mean…”

    Stranahan: “Yeah.”

Victim’s Father: “So I know it had to be more than a minute or two for that to happen. And after he was all done, like I was saying, um, before the lady walked in and stopped him, the next-older boy had gotten– removed his clothes, and was getting ready to…”

    Stranahan: “Join?”

Victim’s Father: “Join. And that’s when she walked in and stopped it.

The case, which has largely been ignored or dismissed by the mainstream media, has created a political firestorm as pro- and anti-immigration proponents have clashed about the assault in an election year where the candidacy of Republican nominee Donald Trump has brought immigration and refugee issues to the forefront of national political discussion. Although the establishment press has given little time to the story that does not fit the Democratic nominee Hillary Clinton’s narrative on refugees and immigration, the story has caused a stir on right-leaning media through the work of activists like Pamela Geller.

Fucking disgusting pieces of shit. I don't care how young they are they should be put down like the dirty dogs they are. Then a good close look should be taken at their father and other family members. These boys learned this behavior somewhere. If it's their culture than fuck em all. Find another country to take you in.

    I do.

I would first kill the boys. Then I would kill the parents they learned it from, burn down their houses, and then claim temporary insanity and walk free as a bird. No jury in the world would convict me.

Anally raping and urinating on a five year old girl. There is no alternative outside of killing them. None.

Previously, it had only been known that a seven-year-old boy had orally penetrated the girl and urinated on her.

so, apparently they were not Syrian, so it makes it better...

"According to those officials, three boys were involved, ages 7, 10 and 14, and the alleged victim was a 5-year-old girl. The boys are from Sudan and Iraq; none are Syrian. They are being held at a juvenile detention facility. Officials suspect the boys have been in the Uniteds States fewer than two years, but their refugee status wasn’t immediately clear to the police chief.

There were no adults involved, Loebs said, the boys didn’t have a knife, and the incident wasn’t a “gang-rape” instigated by the oldest boy.

“All those involved are juveniles, and the older one didn’t touch the victim in any way,” Loebs said. Only one person is alleged to have touched the victim, said the prosecutor, though he declined to elaborate.

The police chief also said there is no evidence to support claims the suspects’ fathers high-fived or praised the boys for committing the alleged assault, as has been reported on anti-refugee websites.
