Default $60 million in non-lethal battlefield assistance directly to Syrian rebels

US announces plans to channel more than $60 million in non-lethal battlefield assistance directly to Syrian rebels.

ROME - In a policy shift, the United States on Thursday announced plans to channel non-lethal assistance directly to Syrian rebels in the battlefield rather than through non-governmental agencies.

The aid package was announced by Secretary of State John Kerry at a "Friends of Syria" meeting in Rome. The aid will include $60 million to assist the Syrian Opposition Coalition communities in liberated areas of Syria expand the delivery of basic goods and services, including security, sanitation and educational services.

In addition, the U.S. will be sending technical advisers to support opposition staff in Cairo and start working with the movement's military arm to provide non-lethal support to the Free Syrian Army, including things like military rations and medical supplies to tend the sick and the wounded.

The plan, forged with European allies, will not include weapons despite the calls of a growing number of American senators.

Kerry, who is in Europe on his first foreign trip in his new position, has said that Washington is looking for new ways to help rebels fighting the government of Syrian President Bashar Assad and speed up political transition in the country. The aid is also intended to help counteract the influence of radical groups fighting with the opposition.

The West and Syria's neighbors have been looking for a solution to the two-year-old civil war in Syria that has claimed an estimated 60,000 to 70,000 lives, forced at least 2.5 million people from their homes, and sent hundreds of thousands fleeing into neighboring countries. The conflict also threatens to destabilize the region.

One objective of U.S. policymakers is to try and make sure the aid did not fall into the hands of al-Qaida sympathizers fighting with the opposition.

A senior State Department official told NBC News:

"We are concerned that we have extremists operating in and among the opposition who don't share the goals of a future Syria that is democratic, that's united, that is just, and that respects the human rights of all Syrians citizens and provides for all of them. So those members of the opposition that support our shared values need to be able to demonstrate that they can deliver a better day and need to set an example of a Syria where daily life is governed neither by the brutality of the Assad regime nor by the agenda of al-Qaida affiliated extremists."

Hardline groups such as Jabhat al-Nusra and the Islamist Ahrar al-Sham have already waged some of the deadliest attacks in Syria, including car bombings in Damascus, Aleppo and elsewhere. Their ranks have been swollen by jihadi fighters from around the Muslim world.

In December, the U.S. government designated al-Nusra a terrorist organization.

Al Nusra: Al Qaeda’s Syria Offensive

The terror group’s Syrian front, al Nusra, is not only attacking Assad, but building a base from which it can threaten U.S. interests in the region.

Al Qaeda’s franchise in Syria, just one year old, is now the fastest-growing al Qaeda front in the world, attracting fighters from across the Islamic world. Jabhat al Nusra, translated variously as the Victory Front or the Support Front for the Syrian People, was founded in January 2012, almost a year after the first demonstrations against the dictatorship of President Bashar al-Assad. It was created with the assistance of the al Qaeda franchise in Iraq that was formed nearly a decade ago during the American invasion. The Iraqi base provided a safe haven for setting up the front in Syria and still provides sanctuary for the Syrian group to this day.

You mean the same John Kerry that created a new country the other day.

He’s the new Secretary of State — but John Kerry proved he’s still got a lot to learn about the world after mixing up the names of two countries to create an entirely new nation.

America’s top diplomat mashed up Kyrgyzstan, a U.S. ally in the fight against terrorism, and Kazakhstan, its wealthier northern neighbor, and created “Kyrzakhstan.”

The blunder came in a speech last week when he outlined the hard work of U.S. diplomats serving in the “most dangerous places on Earth.”

“They fight corruption in Nigeria. They support the rule of law in Burma,” Kerry said. “They support democratic institutions in Kyrzakhstan and Georgia.”

That was a disappointing gaffe. I know some will give him a pass, and in all totality it really is not that big a deal, but it would help if the face of our foreign policy would get his facts right before speaking.

He is a smart guy, he won't let it happen again, but it shouldn't have happened the first time. Kerry has been playing this game for a long time, he should have been more prepared.

Hopefully it is just a one time oops and he continues forward and does a great job.

Dave, you gotta stop apologizing and making excuses for the countless "gaffs" that this administration makes. It's ok to let it go. After all you did take the first step the other day in admitting you had a problem in 2008 in the voting booth. Now take the next step and embrace the problem for what it is.

It seems like Kerry and Biden will become best girlfriends now. Almost the dumb and dumber of American Politics.

I'm an optimist, I will give him the benefit of the doubt until he proves to me he is a complete moron.

I no longer give the benefit of the doubt to Obama, Pelosi, Reed, Boehner, McConnell, etc., etc., etc.
