    Default US Military Doesn't Need Congressional Permission For War, Only UN's.

    OK, this isn't a party question but just someone trying to get a hold of what is happening here, cos to me, what this Panetta is saying sounds incredibly wrong, overriding the laws of the constitution and puts the decisions regarding deployment of US military into the hands of people who the US public did not vote for.



    This guy thinks so too cos he is bringing a bill to try and stop any President declaring US military action without the permission of Congress.

    "Congress shall have the power to declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water."

    This went out the window after WWII unfortunately.

    From what I see, unless it is after a military attack on actual US soil, the president must seek permission from congress.

    Mr. JONES submitted the following concurrent resolution; which was referred to the Committee on the Judiciary

    CONCURRENT RESOLUTION

    Expressing the sense of Congress that the use of offensive military force by a President without prior and clear authorization of an Act of Congress constitutes an impeachable high crime and misdemeanor under article II, section 4 of the Constitution.

    Whereas the cornerstone of the Republic is honoring Congressís exclusive power to declare war under article I, section 8, clause 11 of the Constitution: Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That it is the sense of Congress that, except in response to an actual or imminent attack against the territory of the United States, the use of offensive military force by a President without prior and clear authorization of an Act of Congress violates Congressís exclusive power to declare war under article I, section 8, clause 11 of the Constitution and therefore constitutes an impeachable high crime and misdemeanor under article II, section 4 of the Constitution.Ē

    Don't you know that the Congress and the President only use the Constitution for the dog to shit on? Its a living breathing document.Just like my mortgage.

    Pretty much.

    I've come to the conclusion that Ron Paul seems extremist and out of touch because, well, most of the country has forgotten, you know, law. He knows what the Constitution says, and, well, most people in this country, including out leaders, don't, or at least don't want to follow it.

    Right - "declare War". Which apparently doesn't prevent a President from sending hundreds of thousands of soldiers into some other country - as long as no "war" is declared. And both parties have done it.

    This video starts way too late.

    What SECDEF Panetta is talking about is outlining the circumstances of limited US military action (in this case a no-fly zone over Syria). The good news is he's saying we won't act unilaterally, and consult with our NATO allies and regional nations before acting.

    Under the War Powers act the President can deploy forces into action and has 90 days to get approval from Congress. The context here is Obama won't start an Iraq-type war.

    Most Americans don't understand what happens when Congress declares war. The entire industrial and social engine of the nation is re-tasked (hijacked) to work toward the defeat of our enemy. To this end, in the 21st century a declared war automatically authorizes the use of nuclear weapons to defeat the enemy as quickly as possible as to end the war so the nation can return to a peace-time footing.

    It's smarter to have flexibility. The key is to not elect dipshit assholes into the White House.

    Congress is hopeless. Let me give you two examples:

    In 1993 the Congress, lead by the GOP, demanded the US pull out of the humanitarian mission in Somalia after the 10/3/93 Mogadishu raid where 17 Americans were killed.

    Result = Osama bin Laden and Al Qaeda became convinced Americans would run, abandon their allies in the middle east if attacked directly. The end result was the attacks of 9/11/2001.

    In 2004 Congress killed funding for the purchase of garbage trucks for Iraq saying it was a waste of money.

    Result = Thousands of US Soldiers were killed or maimed by IEDs hidden under piles of garbage found in Iraqi streets and alley ways.
