    Default Obama, Congress restore U.S. horse-slaughter industry

    President Obama earlier this month quietly signed into law a spending bill that restores the American horse-slaughter industry, just a few months after a government investigation said the ban on slaughtering for human consumption was backfiring.

    The agriculture spending bill Mr. Obama signed the week before Thanksgiving did not include a ban on the inspection of horse meat — a backdoor prohibition that had, since 2006, effectively halted the U.S. horse-slaughter industry.

    In June the Government Accountability Office, Congress’s official investigative branch, released a report saying the ban had shut down U.S. slaughter, but that only depressed prices for horses here while causing many of the animals to be shipped to “foreign slaughtering facilities where U.S. humane slaughtering protections do not apply.”

    In unusually blunt language, GAO suggested Congress and Mr. Obama reconsider the ban.

    The options facing Congress were to further ban export of horses for slaughter or to lift the domestic slaughter ban. Congress chose the latter.

    “While we have a long way to go, responsible processing represents a vital first step in reversing the unintended consequences to blame for the dismal state of neglected horses and their frustrated caregivers across our country,” said Rep. Adrian Smith, Nebraska Republican. “Reinstating a humane, accountable and legal management tool is good for horses, good for owners, and is good policy.”

    A message left with the Agriculture Department’s Animal and Plant Health Inspection Service on Wednesday morning wasn’t returned. APHIS was responsible for inspecting horses for slaughter before the ban went into place.

    Horse meat regularly is used for consumption by circuses and zoos, and it is now sent to Eastern Hemisphere countries, where it is an accepted food. But slaughter has been a prickly issue in the U.S., where animal-rights activists and some horse lovers pushed to close slaughterhouses and ban exports.

    In 2010, about 138,000 horses were exported for slaughter, and another 30,000 horses were shipped for other purposes, though some of those likely were sent to feedlots to be fattened for later slaughter.

    Horse slaughter itself was never specifically banned, but Congress in 2006 prohibited any money being spent to regulate and inspect horses being transported for domestic slaughter. Under a 1996 law, those inspections were required for any slaughter intended to produce meat for human consumption.

    This year, the House version of the agriculture spending bill maintained the slaughter-ban language. But the Senate spending bill did not include the ban, and when the two chambers reconciled their bills, it was not in the final version.

    Mr. Obama signed the spending bill by autopen Nov. 18. He was traveling in Asia at the time the bill was presented to him, so he used the automated signature machine for the second time in his presidency.

    I'm not sure I understand the issue here. We like these animals so we can't eat them?

    Say what you want, but animals that humans own and consume aren't gonna go extinct any time soon.

    Besides, what's the big deal... Why do horses have a free pass?
    Just because sheep, cows, chickens & pigs are deemed normal farming, whose to say horses can't one day become the norm...

    here's an interesting video

    1978 jokey club Gold Cup....a couple of horses that you may have heard of (Seattle Slew and Affirmed) lead the race by about 22 lengths.....until a horse named Exceller hit the gas and won by a photo finish...one of the most amazing finishes in horse racing history

    Exceller was inducted into the National Horse Racing Hall of Fame in 1999




    but what of Exceller's "finish"?...one of the most disheartening and shameful stories in horse racing history

    when Exceller was inducted in the Hall of Fame no one mentioned that he had met his end in a slaughter house just 2 years prior

    as the Exceller fund site describes it: "Anne Pagmar, who led him to slaughter, said Exceller knew what was going on. He smelled blood and expressed fear. Tied off and hung by a single hind limb, fractious horses thrash while their executioners bludgeon and bludgeon. They are alive when their throats are cut and they are bled to death."

    that is the end of the great champion who made millions for his owners who basked in his glory

    and he is not the only one The Great Ferdinand, who won the Kentucky derby in 1986 met his end in a Japanese slaughter house as well


    but unfortunately for every champion, every great horse there is the run of the mill family horse, or working ranch horse who meet their end the same way or worse....starving abandoned in a pasture with no food no fresh water because their care is so expensive. Is that more dignified than being slaughtered for meat?

    Willie Nelson did a lot to help get legislation to stop domestic horse slaughter and has been known to foster rescue horses (wild mustangs) as well

    there are groups that help to place retired racehorses and although I understand that money is tight and there are wonderful organizations everywhere that need help, if you have an interest these are fantastic, well run organiztions to support

    I don't get it... I never considered it wrong, and I have been living in Texas for over 8 years now!

    Horsemeat is very common in Europe.. I had Horse Sausage and Horse Steak.
    I recently found out that most meat croquettes (which is probably the #1 fastfood in Holland) are made out of horsemeat most of the time.

    if you have ever been to Amsterdam as a tourist and ate something that you pulled out of a wall (vending machine), you probably ate horse!

    I have, many many times. It's easily as good as Steak and I will order it if I see it on a menu. I think it is illegal here in England though, my experience of eating was always on mainland Europe.
