    Obama Orders Agencies to Cut Travel, Phone Expenses

    (Bloomberg) -- President Barack Obama, aiming for thriftier government, ordered federal agencies to reduce spending on travel, mobile phones, smart phones and laptops.

    The goal is to root out “waste, large and small, in a systematic way,” Obama said today in the Oval Office as he signed an executive order to accomplish the savings. Spokesman Jay Carney told reporters the effort would save about $4 billion a year.

    The directive also orders departments to stop printing documents that can be posted online, shrink the executive fleet ferrying government bureaucrats and halt purchases of swag -- plaques, clothing and promotional items often found at government conferences.

    The $4 billion in annual savings won’t go to reduce the deficit and instead will be diverted to other federal programs. “We’re cutting what we don’t need so that we can invest in what we do need,” the president said in a statement before signing the order.

    Vice President Joe Biden and White House budget director Jacob Lew joined the president in signing the order in the Oval Office.

    Departments and agencies must come up with plans in 45 days to reduce costs in these areas by 20 percent below fiscal 2010 levels and achieve them by 2013, according to the order.

    Anti-Waste Campaign

    The effort is part of the administration’s anti-waste campaign announced earlier this year.

    As part of that initiative, the government is also selling excess federal real estate projected to save $3.5 billion by the end of fiscal 2012. The campaign also aims to cut waste in contracting and end spending on no-bid contracts by $5 billion, the statement said.

    Obama has been using his executive authority to change regulations affecting homeowners, veterans and students as part of his “We Can’t Wait” campaign aimed at putting pressure on Republican lawmakers who have blocked his $447 billion jobs bill in Congress.

    After the signing, Obama dropped in at a daylong White House conference of African-American leaders on the administration’s accomplishments over the past three years. He urged them to be persistent, determined and unified in getting through rough economic times.

    ‘Enormous Challenges’

    “We have enormous challenges,” Obama told the group, citing black unemployment that “is way too high” at 15.1 percent in October, compared with the U.S. rate of 9 percent.

    He said his jobs bill, delayed by Republican critics in Congress who object to tax increases to pay for it, is still the only measure to provide for a quick stimulus to the economy.

    Improvements in school performance will take time, he said, and changes in the health-care program such as state-based health insurance exchanges haven’t taken effect.

    “Some of these things are going to be phased in over time and will not bear full fruit for some years to come,” he said. Still, he said, on job creation, “We’ve got a sense of urgency right now -- the fierce urgency of now -- when it comes to putting people back to work.”

    I call bullshit on this. He knows its highly likely he won't get his $400+ billion, so he's nickeling and diming the federal government to death. Why not start by not taking your family on long-ass vacations outside of the country. Hell, I didn't take a vacation this year and my wife and 2 boys went to Nebraska twice so they could spend a few extra days out there after Andrea finished her work.

    Why not stop flying AF1 around on your 2012 campaign trail, uh I mean raise support for your jobs bill.
