    Default Quartzsite Arizona..under marshall law?

    what a collossal cluster fuck of small town politics...I have lived in a town where local politics and personalities gotten waaaaaay out of hand, but I have never heard of a council just voting the chief of police in charge of the town I didn't even know you could DO that!

    after a woman who was recognized to speak in front of council was repeatedly interupted by a city council person (despite the mayor attesting that he was in charge of the meeting and he gave her the floor to speak during the public comment portion of the meeting) council people ordered her to be forcibly removed from the meeting and arrested!

    sounds like she's been a thorn in their side for awhile, but she didn't seen belligerent, out of order or anything...and she had been given the floor to speak.

    she stayed a lot calmer than I would have under the circumstances







    but now the council has ordered that the chief of police is now in charge of the town....and noone is answering phones or returning calls


    PHOENIX (AP) — The far western Arizona town of Quartzsite was in disarray Monday after the town council ousted the mayor from power and declared a state of emergency, all over an online video that shows a woman being arrested.
    Mayor Ed Foster told The Associated Press on Monday that the town council held a last-minute meeting that was closed to the public Sunday night, declaring a state of emergency in the 3,600-person town just east of the California city of Blythe. The council's declaration put police Chief Jeff Gilbert in charge, making Foster the "deputy chief executive of nothing right now," he said. It also allows the five-member council to meet without public notice and suspend all public comment at the meetings until they declare the state of emergency over.
    "I'm going to tell you frankly, this council is out of control," Foster said. "The chief has been out of control for some time and I've asked the state government to help a number of times," to no avail. Foster described the government and Gilbert as corrupt and abusive of their power, and said all their recent actions are frantic efforts to cover up millions of dollars of money from lining some of their pockets.

    Both Gilbert's and the town hall's phone numbers rang busy most of the day Monday, and all five council members and the town manager did not immediately return email requests for comment. A man who answered the town hall's phone later Monday and did not identify himself said he would deliver a message to Town Manager Alex Taft but said council members were unavailable.

    Vice Mayor Barbara Cowell told The Arizona Republic on Sunday that Foster's characterization of the council imposing "martial law" was inaccurate, saying that a recording of the meeting will be made available to the public Monday.
    There was no evidence that the recording or meeting minutes had been posted by Monday evening.

    Cowell defended Quartzsite's leaders by saying the town is audited every year and that they're not corrupt. "Our people work so hard," she said. "We've had to cut back on staff ... just to keep us solvent."

    Foster said the council declared the emergency because they claim they've received threats from members of the public who saw a video posted on YouTube.

    The video shows a woman identified as Jennifer Jones being arrested and hauled away from a council meeting after she said the council was violating open-meetings laws. Jones was speaking during a public comment period, and Foster is heard on the video telling other council members who ordered her removed that "the lady has the floor."

    "She's exercising her First Amendment rights," Foster says in the video before telling officers: "You are in violation of my rules of order." The officers remove her, anyway, and in the process injure her elbow, which is now in a sling, Foster said.

    The video has gotten nearly 32,000 views and has people from across the U.S. and world sending messages of support to Foster and messages of outrage to the council. Foster has a Facebook page of supporters and on it, people have posted messages that include, "Kudos from Mississippi. Keep the rats scurrying" and "You have Colorado's support!" Foster said a woman from England sent him a note with just one line: "How could America be considered a beacon of democracy in the world when freedom of speech does not exist in Quartzsite, Ariz.?"

    Foster was elected in May 2010 on a campaign promise to investigate corruption allegations in the town. He said since being in office, he has discovered that every pay period, eight to 10 paychecks go to unnamed people and that he has been denied access to financial records to find out where the money goes at every turn. He said that's been happening since 1991 and amounts to $250,000 every year. "That's literally millions of dollars," he said.

    He said he's gone to Gov. Jan Brewer's office, the Attorney General's Office and the FBI with his allegations and pleas for an investigation, and that he's been ignored. He said he was contacting the FBI on Monday with information about Sunday's meeting declaring an emergency, which he said was illegal because it was closed to the public and in violation of open-meetings laws.
    Brewer spokeswoman Tasya Peterson said Foster visited with the Governor's Office of Constituent Services about his complaints, and they referred him to the Attorney General's Office and the Arizona Peace Officer Standards and Training Board.

    Amy Rezzonico, a spokeswoman for Attorney General Tom Horne's office, said that the office has gotten phone calls and emails from people "interested in issues dealing with the town of Quartzsite," but that no formal complaint had been filed. FBI spokesman Manuel Johnson could not immediately confirm whether Foster had contacted the agency.

    Foster also said he has been targeted repeatedly by police Chief Gilbert, arrested or investigated for "bogus" reasons that weren't prosecuted and didn't prove any wrongdoing. Most recently, he said Gilbert cited and released him on charges of disorderly conduct and interference six weeks ago when he tried to stop him from arresting Jones for the third time because she had sued the town for $2 million on allegations of police harassment. "She called me and I went to the scene and I told the chief, 'What, are you crazy? Are you trying to give her and her attorney a field day in court?" he said. "And then he arrested me."

    He said he also is the target of a recall election, in which 171 signatures were gathered, and that one of the town council members resigned to run against him in hopes of ousting him next month. "I ran on a campaign promise to look into this money and I've been stymied, stifled, stopped at every turn," Foster said. "Every time you get into a political thing like this, it always goes back to money."

    Quartszite is 2 convenience stores and miles and miles of trailer park stops. There are literally thousands of campers there every time I drive through there to go to LA.

    You can stop and buy a homemade pie from one of the perma-vacationers if you like.

    She was NOT out of order. That council and those cops were WAY out of order.

    Fucking Nazi's. That may be an overused term these days, but in this case it's fitting.

    I've been following this story for the past couple of weeks. At first, I thought, "YAWN." But after watching the video of the Jones lady being arrested right there in the town hall meeting by the police chief, despite the MAYOR declaring that she had the floor and was clear to speak, I knew something was being covered up. They wanted to shut her and Foster down.

    I wonder how many little towns have corruption like this. Stealing tax dollars. Those in charge that run the town think they are entitled to your money to do as they like.

    On a related note, its no wonder we spent trillions on "stimulus" nationally with little to show for it. Same kind of mentality. Whose pockets were lined? If a criminal like Madoff stole 50 billion and is loathed for it, I want to know why there isn't anyone clamoring for the heads of the people who misappropriated cash in sums that completely dwarf anything Madoff did. Its like we lost a good part of an entire YEAR in national income in the US to buy what, exactly? What shovel ready jobs were created? Who was better off for it? Where IS all that CASH?

    The stunning action is taking place in Quartzsite, Ariz., where Town Councilman Joe Winslow has prompted the seizure of guns from local gem dealer and online entrepreneur Michael Roth because Roth allegedly glared at the councilman, blocked his entrance to Town Hall and called him a "turd."

    Karen Slaughter, the elected justice of the peace for the region, issued a harassment injunction against Roth on behalf of Winslow, the lawmaker who called for the silencing of pet groomer and publisher Jennifer Jones in the infamous video.

    That original video of the June 28 town-hall fiasco posted on YouTube has been viewed more than 120,000 times.

    "I don't know the source of his animus towards me and at this point I don't care," Winslow said of Roth at a July 19 hearing.


    Councilman Joe Winslow of Quartzsite, Ariz., sparked the confiscation of firearms from town resident Michael Roth.

    "I know that I'm 71 years old. I don't want to be a statistic, I don't want to go to jail and I don't want to go in the hospital. But based on my history of 24 years in the service, I am more concerned about my reaction to his aggression than anything else, especially now that I believe that he is carrying a handgun. His actions have demonstrated in the past to me that he is not in full control of his emotions."

    Winslow told Slaughter what he wanted was that Roth and others with similar views "not be allowed to walk around armed. To me, I'm not a psychologist or psychiatrist, but I have been diagnosed with PTSD (post-traumatic stress disorder) ... that's what I'm concerned with, that he's gonna get so far into my personal space that I'm gonna react without thinking. I'm not making threats or anything like that. I'm not proud of that, but it's the way I am."

    Winslow said he has been flooded with several hundred emails from Americans not happy about his demand for the removal of Jones from speaking, as he called her "disruptive."

    "They're contacting people all over the country with similar political beliefs and that's why we had to declare a state of emergency, and Mr. Roth is involved in that," Winslow said.

    As far as specific actions or threats from Roth that might warrant the restraining order, Winslow claimed on his official complaint form that on July 1, Roth blocked him from entering Town Hall and said, "Hey, Terd (sic), where's the keys to the arms locker?" Roth allegedly continued, saying, "Tell one of the other terds (sic) to bring out a key."

    Additionally, Winslow told Judge Slaughter that after a meeting several months ago, "I was talking to someone and I saw [Roth] glaring at me, and I said something like, 'What's your problem?' ... It was very uncomfortable."

    But Winslow indicated his biggest concern is the firearm issue.


    Justice of the Peace Karen Slaughter ordered the confiscation of firearms from Michael Roth and banned him from public meetings at Town Hall in Quartzsite, Ariz.

    "I don't like firearms," he said. "I have nothing against anyone who wants to own a gun for protection, hunting, recreation, whatever, that's their business. But you bring the two things together – the fixed-minded people who for whatever reason are aggressive and confrontational by nature and bring in firearms and it's a bad combination. As far as name-calling goes, that's sophomoric. I just ignore it."

    Ironically, despite Winslow's self-expressed aversion to firearms and desire to confiscate Roth's weapons, the councilman admitted he had recently gone gun shopping for himself.

    "I felt it necessary for me to go out and purchase a gun, and I did," Winslow said. "I went out and bought a 12-gauge shotgun. I don't like it. I don't like being in that position."

    Judge Slaughter granted Winslow's request for the injunction, saying, "I will go ahead an issue the order. However, on the portion for [Roth] to stay away from the town council or the from the Town Hall, I don't think I can give a blanket order to do that. What it's going to say is that if he has to have specific personal business at the town, then he'll have to call and make an appointment. ... He can make an appointment if he wants to talk about his water bill or whatever the case may be, then that way you can leave or whatever so that you don't have to have a confrontation with him."

    Her official order bans Roth from attending public meetings at Town Hall, precludes him from possessing or purchasing firearms and ammunition, and orders him to surrender his firearms to law enforcement.

    "I am stunned this can happen in America! What's going on here?" Roth exclaimed. "I had a heads-up that the corrupt chief of police was going to try and disarm me. I didn't know how this was possible since I didn't break any laws that would've allowed him to do this."

    Roth, 46, is outraged at the mandate, telling WND his constitutional rights are being "completely" violated.

    "Town Hall is where anyone in America can air their grievances to the public and to the politicians. Now I am ordered to stay away, effectively stopping me from warning others about the police state we live in," he said. "And in these times of rising crime, I can't even defend myself or my family because a crooked councilman and a misguided judge are worried about what the councilman might do to me because of his self-confessed mental instabilities. It's complete insanity!"

    Justice Slaughter refused further comment about her ruling, as her assistant indicated the judge did not wish to be interviewed, even by email.

    WND asked Roth about the allegations Winslow made in the hearing, and he responded:

    "I never blocked his entrance. He even said he got inside Town Hall. I never 'glared' at him, especially when he said I did, as I have not been going to the meetings because this town council does not let you ask questions about the budget, or spending or policy. Most things on the agenda at these Town Hall meetings are 'Not open for public discussion,' so what's the point in even going? If you do speak up, they end up arresting you. I've been arrested twice at Town Hall meetings, and several times I have been arrested around town, simply because I've spoken truth to power.

    "I did call him a turd once right after I heard Desert Freedom Press publisher Jones say, 'Good morning, Turd, I hope you have a good lawyer.' But I don't think this is reason enough for a restraining order, and to ban me from public meetings, and to take my guns away from me. This is simply an out-of-control local government, which is obviously trying to hide something. What? We don't know yet."

    Roth says Councilman Winslow sought the restraining order when he knew Roth was going to be out of Arizona and unable to defend himself.

    Roth said, "When I got back and discovered what they did in the hearing, and heard Judge Karen Slaughter saying she would look into whether or not she would order me to turn in my guns, I remembered my retired law-enforcement friend's warning and gave all of my guns away. Better to let a patriot have them than this thug of a chief.

    "When a sheriff's deputy came to my door asking for my guns the day after I was served, I didn't think I had any. However, after he was gone I remembered that I had one rifle that I bought at a yard sale and completely forgot about it, so I called up the sheriff's office and told them I would comply with the court order and to come and get my rifle, even though I think it's unconstitutional what Judge Slaughter did."

    Roth noted the judge "is a former sheriff's deputy and does not have formal legal training. She is the justice of the peace because she won an election. She's there because she won the popularity contest."

    A video of the July 19 hearing in front of Judge Slaughter has been created from the audio of the proceeding and has been posted on YouTube.

    As WND reported last week, the state of Arizona indicated it was investigating allegations of massive corruption among government officials in Quartzsite, and where the mayor said he's not being paid and most local police officers were in the process of being fired and were ordered not to leave their homes.

    Mayor Ed Foster, who's been at war with his own council and Police Chief Jeff Gilbert whom he has called corrupt and "a Nazi," believes potentially millions of dollars of taxpayer money is being illegally funneled through secret checks to unnamed councilmembers.

    ya see in Detroit a guy like Kwame Kilpatrick would have just had her killed and dumped in the river, she never would have even got a chance to speak.

    that's a little town (doesn't make it less wrong) but the D has had waaaaaay worse things than that go down...it sitll does actually.

    am I missing something here or did I misread this? the councilman told the JP that he wanted the citizen's gun taken away because the Councilman himself has PTSD and he is afraid of how he( the councilman ) will react in a confrontation



    so he's saying he might go overboard and assault the guy or something and he doesn't want to get shot if he does?

    I've been reading up on this too and it's absolute insanity. Too many little Hitlers in this town and I am gobsmacked with all the publicity around this thing that some central agency hasnt intervened!

    That's pretty much it. Geez, I used to want to live in AZ, but between this and the drug cartels making it a warzone. I'll pass.
