    (CBS/ AP) It was good to a top official in the small city of Bell, Calif., - population 37,000.

    At least, it was until now.

    Outrage is sweeping through recession-hit California as reports of how Bell's leading government officials have been cashing in big on the backs of the struggling city.

    The Los Angeles Times has reported that Bell's Chief Administrative Officer Robert Rizzo was earning $787,637 Police Chief Randy Adams was earning $457,000 a year, 50 percent more than Los Angeles Police Chief Charlie Beck; and Assistant City Manager Angela Spaccia was earning $376,288, more than most city managers.

    The Bell City Council has ordered its staff to look into city salaries after reports that some officials are earning hundreds of thousands of dollars a year.

    City councilmembers, who themselves make $100,000 each, have ordered the city’s attorney to negotiate resignation and severance for three top officials, reports CBS News correspondent Ben Tracy. They’ll still be eligible for big pensions, but their contracts prevent them from being fired without cause.

    Council members in similarly sized cities make an average of $4,800 a year, say prosecutors.

    The district attorney's office is investigating to see if the salaries violate California law.

    The council ordered the report Monday night at a meeting where hundreds of irate residents shouted at their leaders, threatened a recall and demanded tougher action.

    They called for the firing of Rizzo and other city officials.

    "I'm very angry," Leticia Aquino told the Times after the meeting. "I literally have to work 24 hours to pay their salaries."

    Bell Mayor Oscar Hernandez defended the salaries to the Times. "Our city is one of the best in the area. That is the result of the city manager. It's not because I say it. It's because my community says it."

    Hernandez and other council members claim the city was near bankruptcy when Rizzo came aboard 17 years ago.

    "Our streets are cleaner, we have lovely parks, better lighting throughout the area, our community is better," Hernandez told the Times. "These things just don't happen, they happen because he had a vision and made it happen."

    The City of Bell is located about 10 miles southeast of downtown Los Angeles. It's population 90 percent Latino and 53 percent foreign-born with half the per capita income of the U.S.

    "The city lost a lot of money and lost a lot of trust," Ali Saleh, a member of Bell Association to Stop the Abuse told the Times.

    I think small towns across the USA are guilty as hell of this and many other acts such as kickbacks etc. In many cases no one is watching.
    EVH 1979: Well, actually it's not much of a vacation, because we run everything ourselves. We design our own album cover, we have to be in the office every day to sign checks - the whole corporation revolves around us. Nothing can be done without our approval. We even have photo approval.

    Clint Eastwood was mayor of Carmel from 1986 to 1988. He got $250 a month. Today the mayor gets around $375 a month, the city council members get $175. I don't know what the police chief makes.

    We pay our elected officials so little because we want citizens in office, not politicians. Our city isn't perfect, to be honest it is borderline insane, but we don't have kind of problems that other California cities have.

    am I missing something? where does all that money for salaries come fron? The town has 37000 people who make half the per capita income of the nation.

    is there some huge industry there?

    I think the idea is that high saleries (albeit these are ridiculously high) minimize the need/urge/desire to take kickbacks.

    But then again, greed knows no bounds.

    This has been all over the AM talk shows out here today. The populace of Bell want these people fired. The City administrator has been on sick leave for some time and is also on probation for a DUI conviction. Here's the deal, if they fire them, I guess as long as it's not criminally related, they get an ungodly pension for the rest of their lives. The city admin guy would get something like $650,000 a year til he died.

    Not a misprint would be my guess. For most towns that small, it would not be a full time job. Once a month public meeting and related work during the month, but you wouldn't have an office for a town that small.

    Those salaries are asinine. Fire them, void their contracts are void and move on. I am sure they would sue, but your legal fees would have to be less than those ridiculous pensions.

    I don't know. Before I moved back to Oakland, I lived in a nearby town called El Cerrito. About 18,000 people. Full city council, police force of 30-40 officers, two firehouses, etc. The mayor and city execs work full time and must be making close to $100K per year. This Bell town has 37,000 people. I'm not trying to justify paying them hundreds of thousands per year, I'm just saying that $4800 a year doesn't sound right, unless you're talking about a community like Joshua Tree or in the Yucca Valley.
