    Default Dallas Police Chief's son shoots two dead

    LANCASTER, Texas - Dallas police on Tuesday confirmed that Dallas Chief of Police David Brown's son killed an innocent bystander and later a Lancastor police officer on Father's Day, June 20, 2010, at a Lancaster apartment complex.

    They said 27-year-old David O'Neal Brown Jr. killed 23-year-old Jeremy McMillan, and later fatally shot Lancaster Officer Craig Lamont Shaw.

    Though Dallas Sheriff Valdez did not comment on a motive for the shooting spree, sources told FOX 4 News that officers did respond to a domestic disturbance call earlier in the day involving David Brown and his girlfriend. No one was arrested at the time.

    According to police, David Brown Jr. first opened fire on Jeremy McMillan, who they said he was simply visiting his sister with his girlfriend and their children.

    "We believe he was an innocent victim in this shooting. It appears he was simply out for a Father's Day outing and did not do anything to instigate the incident that led to his being fatally shot," said Dallas police representative Kim Leach in a written statement.

    “He (David O'Neal Brown Jr.) just came to the window (of Jeremy's car) and he had this terrifying look on his face like he doesn’t care and he just opened fire,” said Laquita Spence (Jeremy McMillan's girlfriend and mother of their 7 week old son). “Jeremy threw his hands up and as Jeremy threw his hands up he (David O'Neal Brown Jr.) just started shooting.”

    Laquita Spence said even after her boyfriend fell to the side, David Brown kept shooting.

    Lancaster Police responded to the shooting call within minutes. Officer Craig Shaw, 37, was one of the first on the scene. He was cut down by a bullet from an AK-47. Another officer returned fire, killing David Brown.

    Leach said officers found a .40 caliber handgun and a high-powered assault rifle inside David Brown Jr.'s 2006 Dodge Stratus, which was located at the scene. Investigators believe the weapons belong to the suspect.

    Officer Shaw, 37, leaves behind a wife and two children. He joined the Lancaster Police Department in 2005.

    His death marks the first time an officer in the Lancaster Police Department has been shot and killed in the line of duty.

    “This is a difficult time for all of us in law enforcement, but especially for our friends and extended family in the Lancaster Police Department,” Dallas County Sheriff Lupe Valdez said on Monday.

    The three deaths came at the end of a day of erratic behavior by Brown at the apartment complex in the 900 block of River Bend Drive near West Pleasant Run Road, the official said.

    Lancaster officers were first called to the complex earlier in the day after Brown, wearing only boxers and sunglasses, reportedly caused a disturbance at a pool. No arrests were made.

    Kevin White lives at the complex and said he saw David Brown strip down to his boxers near a complex pool.

    "He was getting naked in the pool," White said. "He was dancing around and humming."

    Brown's behavior led some people to leave the pool, which appeared to anger Brown, he said.

    Brown left and then returned with a gun and pointed it at someone who had questioned why he was stripping, White said.

    About 5:40 p.m., Jeremy McMillian drove his white Mitsubishi Galant into the apartment complex on the way to visit his oldest sister there. Seated in the front passenger seat was his girlfriend Laquita Spence. In the back were her daughter, Jamaria Spence, 3, and the couple's 7-week-old son, Quintin McMillian.

    The couple were chatting as Jeremy McMillian slowed to go over a speed bump near a complex pool. They spotted David Brown, whom they had never met. He appeared to be in distress.

    Brown approached the car, a silver and black gun in his hand. He pointed it at Jeremy McMillian and started shooting, striking him in the neck and head.

    "After he shot the first time, I just turned my back to him and was trying to get out of the car," Laquita Spence said. "He shot two more times, and I jumped out and was rolling and the car kept rolling."

    Screaming and crying, Laquita Spence ran to a nearby apartment in search of help. As she glanced back, she saw David Brown running in the opposite direction. Bystanders pulled the young children from the back of the Mitsubishi, which came to a stop at a curb beside a trash bin. Both were covered in Jeremy McMillian's blood but were uninjured.

    Police sirens blared in the distance and bystanders were shouting. Authorities believe David Brown ditched his handgun and grabbed an assault rifle. He hopped into a dark-colored Dodge Stratus and started driving away, the law enforcement official said.

    Witnesses pointed Craig Shaw, the first officer on scene, to Brown's car, the source said. Brown then stopped, got out of his car, and fired at the officer's car.

    Officer Shaw fired many rounds in response.

    It is not clear whether Brown was hit at that point, the law enforcement source said. Brown got back into the car and began firing again from inside the vehicle.

    Shaw was hit in the head.

    Other officers, who by then had arrived, returned fire, striking David Brown more than a dozen times. He died at the scene. (Only a dozen rounds.... I'd a thought acold-blooded killer deserves a couple of dozens rounds, a Bonnie & Clyde dosage, for sure!)

    The live-in girlfriend of Dallas Police Chief David Brown's son made a frantic call to Lancaster police Sunday morning, telling them that her boyfriend had had a "psychotic breakdown," had hit her and thrown her out of their apartment.

    The call from Misti Conaway came hours before David Brown Jr. killed two men, including a Lancaster officer, and was then shot to death by police. In the call made about 10:20 a.m., Conaway told police that there was a gun inside her apartment and that two children her 10-year-old and their 5-year-old were still with Brown.
