    Default Are you kidding me?

    If you live in an area that gets sub freezing temperatures, you are familiar with the concept of "winterizing your pipes", and no, that is not a porn shoot in the snow.

    So, my lovely local county government has enacted what I now lovingly call the "no contractor left behind act" in which if you have pay to have a registered contractor to come to your house and winterize your pipes.

    For those not familiar with the concept, it is really difficult to winterize your pipes. You have to open up your outside water valves, then go inside into your basis and shut off the water valves going to your outside sources. Real tough, but now I actually have to pay someone $150 to do something that takes me three minutes. I also don't like being forced to allow some donkey into my house to do something that my five year old can do.

    Can you believe this?

    LOL, I am working on an audit and noticed I typed "basis" instead of "basement". Obviously, you turn off the inside valves probably in your basement, not basis! Carry on.

    what's to stop you from just not opening your door to the contractor?

    this is one of the dumbest things i've ever heard of. If it's not added to your property tax or water bill, i don't know how they'll possibly collect.

    No offense, DD... you're one of the sharper ones in these parts, but... you sure about this?...

    -- What struck me is the potential litigation a contractor faces, both from a homeowner and the county. Let's say a pipe bursts in sub-zero conditions. Isn't a contractor setting himself up for a lawsuit?.. "Hey! Contractor Joe said he winterized my pipes and one broke!.. I'm suing his ass!" It's also very easy to un-winterize one at any point in the winter, which could invalidate any "work" the contractor does. It seems so very risky for the contractor. Also, couldn't the county sue him too if this winterizing is the result of some sort of bizarre local ordinance?

    -- Why would a county gov't care about something like this when a pipe, gas line, sewer line, etc., within the home falls under the owner's responsibility? It's like telling me I have to pay to winterize my car because my car is parked within county limits.

    -- How the hell will they enforce this?

    I have grown up in and been a homeowner in the frozen north (and i mean north)all my life and i don't know of anyone who does this, ever, with the exception being of underground irrigation systems for your lawn or yard.

    Even in our first home, whose foundation we could trace back to being built in the 1920's, it's just not something anyone does.

    Now, i'm not sure on what sort of building standards and codes you live with, nor am i sure what sort of temperatures you are talking about, but where i live we can be guaranteed to get cold snaps of -30 and colder a couple of times a year. (-32 celsius and -32 fahrenheit are the same thing), and what you are describing is unnecessary here.

    I don't think enforcement is the issue...the issue is contracting work goes into hibernation in the winter...and they lobbied to get the city to do this...the sad part is there are people who will abide by this, and they are usually the elderly.

    not sure. just what i was always taught to do. i have a friend who had a pipe burst on him in the winter when he didn't do this.

    if you have self draining silcocks (or hose bibbs) or "frost free" silcocks this is not necessary .

    there is an air vent aperture thingy that allows the silcock to drain out every time it is turned off.

    but I uderstand the winterization of pipes...I just completed blowing out the lines on my RV park and cottage, and will be winterizing three buildings of motel rooms today and tomorrow...and if I can do that myself on an 18 acre parcel, I don't understand why you can't be trusted to winterize a couple of hosebibbs.

    sounds like another case of gov't getting in where gov't isn't needed.

    All of those thought have popped into my little head, I have no idea why this would be done. I can see requiring a non-standard septic field to be periodically tested for example, as that can affect neighbors, the water table, etc. But the only effect of having your pipes break is damage to your home and a higher water bill for the billing period.

    Not sure why the county would care or how they are going to inforce this, unless they are going to actually make it someones job to enter the data into a computer program to find the bad little citizens that didn't hire a professional contractor to winterize their pipes. There is a fine example of your tax dollars at work.

    My government conspiracy guess is that most people (including myself probably) will not pay a contractor to do it and will have to pay some sort of small fine to the county because I did not capitulate to the new policy. Revenues are really tight at the local level, someone probably thought this was a great new revenue generating idea.

    Just a guess however, no proof of that.
