    ORANGE COUNTY, Fla. -- Sex offenders are required to register their address with the state, but Eyewitness News learned there are many restrictions on where they can live. Some probation officers are telling them to live in the woods.

    Eyewitness News reporter Vanessa Welch found more than one dozen sex offenders living in the woods off Princeton Street near John Young Parkway (see map).

    Jeff Weis is a sex offender and his home is a tent hidden in the woods off Princeton Street in Orlando.

    "I would rather be sitting in the cell I was in three days ago," Weis said.

    Weis can't live with his family because their home is too close to a school. He says his probation officer told him to live in the woods with other sex offenders and predators.

    "It doesn't make sense, because if they re-offend they could snatch a kid and bring them back here to these woods and no one would ever know," Weis said.

    There are about 50 registered sex offenders who are homeless in Orlando and Orange County. About 20 yards from Weis' tent there is a homeless camp with nearly one dozen people living in tents and all of them are homeless sex offenders.

    Weis' father, Bill Bitting, is sleeping in the tent next to him to make sure he doesn't get into more trouble.

    "They should have some kind of shelter for them, not the woods. This isn't the answer," Bitting said.

    The Department of Corrections says officers recommend homeless camps when offenders don't have anywhere else to live, but the department admits offenders are more likely to do it again without a real home.

    "For homeless sex offenders, probation officers will typically check on them more than any other offender because we are concerned they could re-offend," a spokesperson from the Department of Corrections said.

    Weis says he was charged with a sex crime after he had consensual sex with his 14-year-old girlfriend when he himself was a teen. He never imagined he'd be wearing a GPS monitor and living in a tent in the woods. Weis said his probation officer has been by to check on him twice in two days.

    Most sex offenders on probation have a curfew from 10:00pm to 6:00am.


    Of course, that second-to-last paragraph shows the danger that comes with the label. Not sure how old the guy was, but he was no more than 5 years older than the girl, and still a kid himself. I can't equate him with a altarboy molesting priest or Gary Glitter...

    Therein lies the biggest problem with how the legal system handles the idea of a sex offense.

    I looked at the list of offenders living in my zip code, half of them were listed as having consentual sex while they were a teen or when the were 18 and their girl was 16

    Makes one wonder how many older folks would be black listed for having sex with their girlfriends when the girl was underage. I know I'd be there.

    No, I don't condone this, but what's the answer? My mother has a sex offender living next door. The flyer the police passed around stated he raped three boys under the age of six, one of them related to him. His parole officer felt he would be "safe" in a senior citizen community...which happens to be around the corner from a day care center and two blocks away from a school.

    Sooner or later this country is going to have to deal with the fact that mommy and daddy's sweet little girls are not all rainbows and lolipops. That in fact, their daughters are doing the same things their mothers were doing when their father's got a hold of them.

    I know that's tough for a lot of people to swallow but that's the reality.

    It amazes me that our legal system goes to such great lengths to determine the ability of an accused to stand trial, and then once on trial, to evaluate whether or not they knew what they were doing. Yet, when a young man's life is on the line...when his entire future is jeopardy of being ruined by being given the "sex offender" label they go through no such effort to determine whether or not the girl was capable of consenting.

    Nope...it's black and white. The day before her 17th birthday (depending on the state) she's completely incapable of deciding whether or not she wants to put out. The next day? Well, our legal system has decided that in those few precious hours she has been given some magical insight as a gift from god on her birthday to decide for herself whether or not she wants to let her boyfriend feel her up or hit a homerun.

    What's more, the deck is completely stacked against the guy because the girl, in the face of an angry judgemental father, can always say "i didn't know what I was doing," "I was afraid to say no," or even worse "I DID SAY NO!"

    Now it's up to the guy to PROVE that she wanted it.

    I love when women's rights folks get crazy bitching about inequality between the genders.


    THERE IS NO GREATER INEQUALITY BETWEEN MEN AND WOMEN IN THIS COUNTRY THAN THAT WHICH EXISTS IN THE COURT SYSTEM.

    Women hold the upper hand in divorce, child custody, and cases dealing with sex.

    Anyway...that's a bit of a derail.

    More to the point: society needs to figure out what to do with sex offenders.

    1. They have to redefine the term to make distinctions between consenting sexual acts and actual sexual crime.

    2. Those that are found guilty of actual sexual abuse need to have some sort of legitimate system in place for communities to deal with them when they get out. It's simply not practical to say "you can't live within 100 yards of a school, church, daycare" etc because in a whole lot of neighbourhoods you're fucked no matter where you go. There are schools, playgrounds, daycares, churches, YMCAs, little league centers, rec centers everywhere.

    These people need to be put SOMEWHERE and they need to be put to some productive use. Obviously they need to be watched and monitored and kept away from children but they also need an opportunity to get their shit together or else they will always be a problem.

    I'm not above the idea of designating certain areas the sex offender zone and putting them all in the same apartment/townhome complexes on the outskirts of towns where they simply do not have children. Fuck them if they have a long commute. Fuck them if it's inconvenient or if their dates don't want to come over to their place.

    I'm beginning to think that such zones are really the best way to deal with it.

    Very well stated I'm a woman but when I was 13-17 (80's) girls were nothing like they are now....sure SOME were putting out but not like today. The streets and schools are dripping with sex today and whats more is it seems that it's the girls initiating it! So as you said Broken...the girl can even STILL cry to daddy or the courts with her innocent little virgin cry and it's the poor guy who gets fucked, and apparently, for LIFE.

    I've come across a few teens and tweeners that I wouldn't mind given a smack upside the head and a "smarten up".

    yep...it used to be that a father had to encourage his son to wait before having sex so he didn't get an STD, or knock a chick up or for the special lady that will be his wife.

    NOW...I think dad's need to tell their sons to wait because if they sleep with the wrong chick and the wrong set of parents find out, he's going to find himself branded a sex offender, if he's lucky, and a RAPIST, if he's not.

    The problem with this is what George Carlin referred to as the "NIMBY" syndrome: Not In My Back Yard. You have towns that do not wish to have homeless shelters within the city limits, so what chance is there for a group home for the sexual deviant to spring up in the same jurisdiction?

    What is also forgotten in this rush to judgment toward 18 year olds for their teenage consenting partners is the reality that many of these so-called "offenders" still live with their folks. Now the entire family that happens to live within spitting distance of a school, church, temple or Chuck E Cheese franchise must relocate as well. Trying to sell a home and relocate within a limited amount of days governed by law is simply absurd in this economy.

    Some sort of reasonable, compassionate legislation is in order to straighten this mess out. But the truth is, the same could be said for some of the drug laws mandated in this country as well. The conceit that allows "It may be a damaged system, but it's the only system we have" is a woefully misguided and hopelessly short-sighted one. "Change", my ass.

    That's why I think building them a little town outside of cities seems like a better option. It can be 30 minutes outside of a city and we'll have those little sex offender towns all over the country and you get shipped to whichever one is closest to you and everyone will know that town as being where the sex offenders live. They can commute to work in the neighbouring cities but they bed down 30 miles outside of any given city or suburb.

    Maybe some would get to move out at some point, others would be stuck there forever, I don't know...just thinking out loud here.
