    This doesn't bother me at all - if it's done right I welcome it. I've lived in several different states and it bothers me that every time I move to a new state I have to get a new license even though my old one hasn't expired and a new registration even though that hasn't expired. It's still the same country - as far as I'm concerned there should be a national license and a national automobile registration - states can have their own design if they want, but it should cost me the same to register my car in Delaware as it does in Maryland and as it does in Florida - and currently it does not. Also should have a uniform system of vehicle inspection. In Maryland they went over my car for like an hour and a half, here in Florida they don't even check my emissions anymore. Cars have too many parts and are too dangerous not to be inspected regularly. I can't believe some of the sh*t that's allowed out on the highway.
    I'd be interested to hear from some of our Canadian friends, especially those with knowledge of the laws or who have the experience of living in different provinces how things are done up there concerning their automobiles and the priviledge of driving them.

    How would states get the funds they need to maintain their roads and fund their highway patrols? Here in MN we've got higher maintainence costs due to the winter weather. Having the same registration taxes that say, New Mexico does might not cover what we need.

    I don't know how much that matters - first of all if they'd use the highway money for highways that would be a start.
    Delaware we only paid $20 for two years, Maryland it was a bit more - not a whole lot of difference in road maintenance requirements for those two states. Sure, Maryland has more roads, but they also have more drivers registering. Regardless, I find it hard to believe that driver registrations make up a big chunk of the highway money for states, rather it comes (or should come) from taxes on petroleum purchased in the state, automobile purchase and lease taxes, rental car taxes, parking fees. Note I didn't use the "T" word - I think toll roads are an abomination - we preach so much about automobile safety in this country then we turn around and take 2 lanes of traffic moving 70 miles per hour, spread 'em out to 4 or 5 lanes and bring 'em to a stop so they can toss a couple of quarters into a bucket, then turn 'em loose and compress 'em back into 2 lanes as quickly as possible. Insane! Never mind the solitary driver scrounging around for change while he's supposed to be driving or trying to read the ridiculously small numbers on the ticket in a ticket system. But that's neither here nor there - what were we talking about again? Oh, yeah, those darn license and registration fees. I don't know how much you currently pay in Minnesota, but I doubt it's significantly different than what I pay down here, and besides, if they went to a uniform system and fees for registration and licensing, I'm sure the fee would lean more to the higher end than the lower.

    First, it will not survive a Supreme Court Challenge. This court has already shot down laws that require a US citizen to carry ID at all times. Driving -yes, walking on the beach-no.

    It would take a Constitutional ammendmant to be perminant.

    Also, any law enforcement or court officer can, with probably cause, view your driver's licence info at any time from any state.

    There has been a faction trying to get a national ID card inflicted on the US for almost twenty years. They always fail. I think they will again.

    I think last time I did my driver's license it was $20. I just paid my registration on my '98 Bravada last week, and it came to $104. I was thinking a little bit about what you said with regards to moving from one state to another. It'd be nice if the state a person is moving from would prorate the balance back to you.

    Not to get off on another tangent, but I did discover something somewhat disturbing when getting my registration fees paid. Normally I go down to the DMV office down the street, but this year they're closed for remodeling. So I used the web-based payment method. Turns out that in MN all you need to find out someone's home address is the last few digits of their VIN # (from their dash) and their license plate #. There's also the option for a change of address available. Seems odd that a government site would have such lax regard for personal information, what with the hubbub about the SSA a few years ago.

    That is kind of scary.

    Okay, so you pay a bit (okay, a lot) more than I do - I paid $116.20 to register our two vehicles a couple of months ago. Still, I don't know if the fee has anything to do with road maintenance. In Maine, our registration fee was based on the value of the car - the more your car was worth, the more you paid - if you keep the same car, it goes down every year as the value decreases. If the money is for road maintenance, I would think the fee would vary more by the weight of the car, since heavier vehicles cause more wear and tear on the roads. I'd love a chart showing how much people pay for licensing and registration in each state and how much of that money in each state actually makes it to the highways and roads.

    Supposedly the govenor lowered our regsitration taxes a couple years ago. It works the same way here as far as calculating amounts based on age/value of the vehicle. I did a little looking, and the average tax was reduced from $138 to $96.

    They had a breakdown of how the registration taxes are spent in the packet they sent me:


    • 53.7% for state highway construction and maintenance
    • 27.55% for county highway construction and maintenance
    • 8.55% for municipal street construction and maintenance (pop. over 5,000 only)
    • 5.2% for the state highway patrol and other public safety functions
    • 2.67% for repaving city and county streets and highways
    • 1.53% for township road construction, reconstruction, and gravel maintenance
    • 0.8% for township bridge rehabilitation and replacement

    So that $104 you paid - was that all tax or were there other fees? I ask because what you broke down there adds up to exactly 100%, but there's nothing in there to say how the DMV offices and staffs get accounted for. So either those figures are their ideal, but wrong because a certain percent goes to maintain offices and staff, or they're taking that money from someplace else. Bottom line is, it doesn't matter how they feed it to us, it all comes out the same in the end. What costs more in one state doesn't cost as much in another (highway maintenance) but something else in the other state will cost more than in the first. We might spend more money on electricity since we have to air condition our schools and government offices year-round, and while Minnesota needs to heat theirs more, there's probably more of a buffer time when they can do without either heat or air-conditioning than we can. I'm just guessing on that though.

    My actual tax was $99, with a $4.50 filing fee.

    It would be interesting to see a breakdown in state spending per capita. I'm sure the figures are out there, but time is tight this afternoon.
