The homeland security department took over the facility from the U.S. Department of Agriculture in 2003. Plum Island consists of 840 acres in Long Island Sound, about 1.5 miles from Orient Point, N.Y. Homeland Security published a notice in today's Federal Register announcing that it was planning to conduct an environmental study of the property to prepare for the sale.

The high-security animal disease lab on the island has been a research site for foot-and-mouth disease since 1954. Also on the island is a lighthouse dating from 1869 and the remains of Fort Terry, a former Army facility.

The property also includes the 9.5-acre site in Orient Point where workers board ferries to access the island.

Homeland Security plans to relocate the research lab to Kansas.

How to Shave Costs on Razors

by Neal Templin

For years, I've felt like a sap whenever I bought razors.

It killed me to spend $2.50 to $3 a blade for my Gillette Mach 3. Yet the few times when I used cheap disposable razors, it was like shaving with a file.

Finally, a couple of weeks ago, I bought a serviceable store-brand razor that costs about half the price of the premier brands.

It shouldn't have come to this. I've used Gillette razors for decades, and I like them. The rub is the cost. In my book, a fair price for refills would be about a buck.

I'm a believer in markets, but it doesn't seem like the razor-blade market gives me what I want. Instead of competing on price, Gillette and Schick largely seem to be engaged in a silly arms race to improve a product that already works perfectly well. Two blades, three blades, four blades -- when will it stop?

Not anytime soon, apparently. Schick will soon launch its own five-blade razor, and says that prices for it should be 10% to 20% above the Quattro, its four-blade razor that was introduced in 2003.

Gillette, a unit of Procter & Gamble (PG), got there first. Its Fusion Power MVP -- an early version of which went on sale in 2006 -- has five spring-mounted blades and battery-powered micropulses to reduce friction "so you barely feel the blades." The Gillette Web site has a video of a mechanic with a giant razor blade on a car lift.

Razor makers, I have news for you. A razor is not a sports car. It won't make us feel young again or turn women's heads. We don't like shaving, and no matter what you do, we never will. All we want is a razor that will do the job without nicking us, either literally or figuratively.

But Gillette and Schick have a different view. Gillette is constantly doing research and development to create the perfect shave, says Mike Norton, a spokesman. "It's not the number of blades, it's the science behind the blades that gives you a better shave."

Jackie Burwitz of Energizer Holdings (ENR), which owns Schick, says, "If you look at the sales data, consumers are willing to pay up for a better-performing razor."

There you have it. There's more money to be made developing fancier and fancier razors than in keeping the same razors and engaging in a price war. In other words, we American males have only ourselves to blame for the five-blade razor.

Over the years, I've compensated for the rising prices of razor blades by using less of them. Whereas I once might have changed blades every week or so, I now go two or three weeks before popping in a new one.

A colleague of mine is married to a thrifty Frenchman who waits at least two months before changing razor blades. He has gone as long as six months. When he does change blades, it feels "like a warm knife through butter," says Jean-Philippe Masson, 36 years old. "If you changed every week, you would not appreciate that pleasure."

That's the French way. The American way, of course, rarely involves denying ourselves something. Instead, we look for a way to get it cheaper.

Maybe that's why there's a thriving market out there for after-market razors.

There are people still selling blades for Gillette Trac II, the two-blade razor I used as a young man. A Web site advertised a 100-pack of after-market refills for $49.99. Alas, I haven't owned a Trac II for many years.

Instead, I went to my local CVS pharmacy, where the chain was pitching its "three-blade shaving system." I paid $12.50 for a razor and 10 blades, bringing my per-blade cost to $1.25.

I've been trying out the CVS razor for the past couple of weeks. It was just as comfortable as the three-blade Gillette I've used for several years.

The Gillette might have given me a slightly closer shave than the CVS razor. I really can't say for sure. I can't tell the difference between a great shave and good one. But I can tell the difference between paying $2.50 and $1.25.

To be fair to Gillette, I agreed to try out its latest, greatest razor. So Gillette sent me a Fusion ProGlide Power razor, a five-blade razor that hits the market in June. It will have a suggested retail price of $12.99 for a razor and two cartridges. A four-pack of refills will cost $17.99.

I used the new razor over the weekend before sending it back to Gillette. It was a closer shave. But when I finished, the smooth face I saw peering back in the mirror was still my own, not George Clooney's. And I'd still feel like a sap spending $4.50 each time I changed blades.

So I'm sticking with the CVS razor. Until I find something cheaper.

http://news.yahoo.com/s/ap/20100319/...fess_parker_23

LOS ANGELES – Fess Parker, a baby-boomer idol in the 1950s who launched a craze for coonskin caps as television's Davy Crockett, died Thursday of natural causes. He was 85.

Family spokeswoman Sao Anash said Parker, who was also TV's Daniel Boone and later a major California winemaker and developer, died at his Santa Ynez Valley home. His death came on the 84th birthday of his wife of 50 years, Marcella.

Parker was coherent and speaking with family just minutes before his death, said Anash. Funeral arrangements will be announced later.

"Fess Parker has been a role model and idol of mine since I first saw him on the big screen — he is a true Hollywood legend," said California Gov. Arnold Schwarzenegger in a statement. "As a talented actor and successful businessman, he was an inspirational Californian whose contributions to our state will be remembered forever."

Former first lady Nancy Reagan said Parker was "a longtime friend to Ronnie and me ... He will be greatly missed."

The first installment of "Davy Crockett," with Buddy Ebsen as Crockett's sidekick, debuted in December 1954 as part of the "Disneyland" TV show.

The 6-foot, 6-inch Parker was quickly embraced by youngsters as the man in a coonskin cap who stood for the spirit of the American frontier. Boomers gripped by the Crockett craze scooped up Davy lunch boxes, toy Old Betsy rifles, buckskin shirts and trademark fur caps. "The Ballad of Davy Crockett" ("Born on a mountaintop in Tennessee...") was a No. 1 hit for singer Bill Hayes while Parker's own version reached No. 5.

The first three television episodes were turned into a theatrical film, "Davy Crockett, King of the Wild Frontier," in 1955.

True to history, Disney killed off its hero in the third episode, "Davy Crockett at the Alamo," where the real-life Crockett died in 1836 at age 49. But spurred by popular demand, Disney brought back the Crockett character for some episodes in the 1955-56 season, including "Davy Crockett's Keelboat Race."

"Like many kids growing up in the '50s, Davy Crockett was my first hero, and I had the coonskin cap to prove it," said Disney CEO Bob Iger. "Fess Parker's unforgettable, exciting and admirable performance as this American icon has remained with me all these years, as it has for his millions of fans around the world. Fess is truly a Disney Legend, as is the heroic character he portrayed, and while he will certainly be missed, he will never be forgotten."

Parker's career leveled off when the Crockett craze died down, but he made a TV comeback from 1964-1970 in the title role of the TV adventure series "Daniel Boone" — also based on a real-life American frontiersman. Actor-singer Ed Ames, formerly of the Ames Brothers, played Boone's Indian friend, Mingo.

After "Daniel Boone," Parker largely retired from show business, except for guest appearances, and went into real estate.

"I left the business after 22 years," Parker told The Associated Press in 2001. "It was time to leave Hollywood. I came along at a time when I'm starting out with Gary Cooper, John Wayne, Sterling Hayden and Gregory Peck."

"Who needed a guy running around in a coonskin cap?" he said.

Parker had made his motion picture debut in "Springfield Rifle" in 1952. His other movies included "No Room for the Groom" (1952), "The Kid From Left Field" (1953), "Them!" (1954), "The Great Locomotive Chase" (1956), "Westward Ho, the Wagons!" (1956), "Old Yeller" (1957) and "The Light in the Forest" (1958).

Several of Parker's films, including "The Great Locomotive Chase" and "Old Yeller," came from the Disney studio.

It was Parker's scene as a terrified witness in the horror classic "Them!" that caught the attention of Walt Disney when he was looking for a "Davy Crockett" star. He chose Parker over another "Them!" actor, James Arness — who became a TV superstar in the long-running "Gunsmoke."

After departing Hollywood, Parker got into real estate with his wife, Marcella, whom he had married in 1960.

He bought and sold property, built hotels (including the elegant Fess Parker's Wine Country Inn & Spa in Los Olivos and Fess Parker's Doubletree Resort Santa Barbara) and grew wine grapes on a 2,200-acre vineyard on California's Central Coast, where he was dubbed King of the Wine Frontier and coonskin caps enjoyed brisk sales.

After its inaugural harvest in 1989, Parker's vineyard won dozens of medals and awards. The Parkers' son, Eli, became director of winemaking and their daughter, Ashley, also worked at the winery.

Parker was a longtime friend of Ronald Reagan, whose Western White House was not far from the Parker vineyards. Reagan sent Parker to Australia in 1985 to represent him during an event, and when Parker returned he was asked by White House aide Michael Deaver if he was interested in being ambassador to that country.

"In the end, I decided I'd better take myself out of it. But I was flattered," Parker said.

Parker also once considered a U.S. Senate bid, challenging Alan Cranston. But Nevada Sen. Paul Laxalt said it would be a rough campaign, and a key dissenter lived under the same roof.

"My wife was not in favor," Parker said. "I'm so happy with what evolved."

Fess Elisha Parker Jr. was born Aug. 16, 1924, in Fort Worth, Texas — Parker loved to point out Crockett's birthday was Aug. 17. He played football at Hardin-Simmons University in Abilene but was injured in a nearly fatal road-rage knifing in 1946.

"There went my football career," Parker had said.

He later earned a bachelor's degree from the University of Texas.

Parker was discovered by actor Adolphe Menjou, who was Oscar-nominated for "The Front Page" in 1931 and who was a guest artist at the University of Texas. Menjou urged him to go to Hollywood and introduced Parker to his agent.

Jesse James has broken his silence.

Facing allegations of infidelity, James issued an apology Thursday to his wife Sandra Bullock and his three children, taking full responsibility for their heartbreak.

In a statement provided to PEOPLE, he says:

"The vast majority of the allegations reported are untrue and unfounded. Beyond that, I will not dignify these private matters with any further public comment.

"There is only one person to blame for this whole situation, and that is me. It's because of my poor judgment that I deserve everything bad that is coming my way.

"This has caused my wife and kids pain and embarrassment beyond comprehension and I am extremely saddened to have brought this on them. I am truly very sorry for the grief I have caused them. I hope one day they can find it in their hearts to forgive me."

Memphis Woman Missing For 2 Months

MEMPHIS, Tenn. --

The body of a missing Memphis woman was found Wednesday inside a motel's metal bed frame, nearly two months after the mother of five disappeared, Memphis TV station WMC-TV reported.

Five guests have since stayed in the room at the Budget Lodge during that time. They had no idea that 28-year-old Sony Millbrook's body was under the box spring and mattress.

Millbrook had been staying at the motel, but managers locked up the room because she hadn't paid, authorities said.

Police have questioned the father of four of her children and arrested him on an unrelated charge. Memphis police said there was a history of domestic violence, but the man is only considered a person of interest.

"He had recently gotten out of jail and was staying with her at the Budget Lodge," Memphis police Maj. Joe Scott said.

Millbrook's family reported her missing when she didn't show up to pick up her children from school in January.

Her cousin, Jennifer Pickett, said it was unbearable to imagine her cousin lying under a bed for months.

"In a million years, I would never have guessed I'd be sitting here talking about this," Pickett said. "It was a cloud hanging over everybody's life."

"Me and my mother went to the hotel, and I felt a terrible feeling there," she said.

How??? I mean - last I heard, death smells. And 5 different people stayed in this room, and who knows how many others (hopefully - though they obviously didn't do a very good job) cleaned it and didn't smell death? I was in a house for less than 5 minutes with a dead dog once, and I could smell it no problem - to actually sleep right above it and not smell it? How???

I was at Borders the other night and they have one of those typical 100 greatest guitar player mags or something like that. I was flipping through it and got to the section on Eddie. It had an old interview and a first pic from around 1991 when he looked pretty good. I turned the page and went Yikes! They have a full size pic on the next page of Ed from around 2005 and he is doing the typical EVH smile. The pic is from when he looked all messed up and burnt out. His hair is long grey and stringy and his glaring teeth are brown and rotted looking.

I am really surprised that a mag promoting the best guitar players would put such a horrible pic in there! At least use one that is recent and where his teeth are fixed! I have seen bad pics of him before and cringed but that was on the internet. this was a full size color photo in a mag! I would be pissed if i was him!

Experts debate dangers of wearing popular sheepskin boots

Despite the fact that Uggs and their many knockoff...

Despite the fact that Uggs and their many knockoff incarnations have long been considered a “fashion don’t,” lots of women love and continue to wear these suede and sheepskin boots all winter long. They’re warm, they’re cozy, they’re easy to throw on with any outfit, they feel like slippers, and they’re a celebrity favorite. Of course this makes the boots very appealing and popular, especially during chillier months. But are they actually good for your feet? Experts say no.
In a recent Daily Mail article, professionals spoke out about the health risks of wearing cheap, imitation Ugg boots. Dr. Ian Drysdale, the head of the British College of Osteopathic Medicine, said, “Because these boots are warm and soft, young girls think they are giving their feet a break. In fact, they are literally breaking their feet.” Drysdale continued, “Their feet are slipping around inside. With each step, the force falls towards the inside of the foot and the feet splay. This flattens the arch and makes it drop. The result can be significant problems with the foot, the ankle, and ultimately, the hip.”

Does the Ugg boot, which retails for $140 and up, really provide more support than its more affordable imitators? Dr. Rock Positano, Director of the Non-surgical Foot and Ankle Service for the Hospital for Special Surgery, sees no difference. “Whether they are real Uggs or fake Uggs, we’re dealing with footwear that offers no substantial and necessary orthopedic support for the foot and the ankle.” He has many clients come to him with complications from wearing Uggs and pseudo-Uggs. Dr. Jim Christina, a podiatrist and the Director of Scientific Affairs for the American Podiatric Medical Association says, “The knockoffs that have essentially no support probably would be worse than your traditional Ugg boot, but Uggs are not a great supportive type of a footwear. They call them comfort footwear.”

Bearpaw
As far as either the Uggs or their imitators breaking women’s feet, Dr. Christina thinks that’s an overstatement, but warns that some women have to be very careful. “Everybody’s feet are different,” says Dr. Christina. “Some people have very stable feet that aren’t going to flatten very much, some people have high-arched feet that can actually benefit from something that is absorbent and cushioning, and then some people have feet that flatten excessively. When you get into the latter category, yes, those people should not be doing prolonged walking in any type of footwear that doesn’t provide good support.” Dr. Positano, however, is anti-Ugg across the board. “Whether you have a high arch, or a flat arch, inherently there are issues. You have the support issue under the foot, and the fact that there’s no support around the ankle joint or the Achilles tendon,” says Dr. Positano. And when it comes to affecting children, young ladies, or mature women, he insists, “This type of shoe does not discriminate.”

While Dr. Christina stressed that those with a proclivity to flattening arches would be the ones affected by wearing these shoes, both doctors are in agreement that prolonged walking, standing, and activity in Ugg-like boots could lead to both temporary and long-term problems. “It may manifest as a pain in the arch, the heel, or in their lower legs—some of the muscles have to function differently because they have to compensate for the lack of support,” says Dr. Christina. As the boots place stress on the muscles, tendons, ligaments, and bones, everyday use can cause long-term problems for wearers like bunions, hammertoes, arthritis, tendinitis, and issues with their Achilles tendon, knees, hips and lower back. “Most people don’t develop the symptoms until the day after,” says Dr. Positano. “When you’re walking in them, they’re comfortable.” So should women stop wearing Uggs and Ugg knockoffs if they experience discomfort? “It’s probably a prudent idea,” says Dr. Positano, “because nine out of ten times these issues are caused by improper or inadequate foot and ankle support.” Dr. Christina agrees that these types of aches and pains are a warning sign to stop wearing the boots and to look for something that provides more support.

They key is to use your sheepskin boots sparingly or when you know you won’t be doing extensive walking or activity. Just as you shouldn’t wear high heels for an extended period of walking or dancing, keep your Ugg boot wearing to a minimum. For casual wearers who are looking to reinforce their boots for safety, the doctors say that adding supportive insoles would be a great first step. [Daily Mail]
